If so, the City of Raleigh Solid Waste Services Department is seeking a collaborative tam builder who excels in staff development and project management to take the lead as our Operations Supervisor.

This leadership position will serve as an extension of the Operations Assistant Director when they are away from the office or working an alternative shift. The position will serve as a project lead for divisional initiatives aimed at enhancing the efficiency and effectiveness of the Operations division. Key areas include improving operational safety, overseeing staff in and out procedures, and developing policies and procedures.

Candidates for this role may serve as the Operations Supervisor for either Core Services or Special Services:

  • Special Services oversees the management of yard waste collection, bulky and special collections, e-waste collection, special event coverage, and services provided to the central business district.
  • Core Services manages the daily collection of all garbage and recycling.

This position will also provide direct supervision for Crew Supervisors, resolve escalated customer complaints, review and analyze field operations performance, implement improvements, and assist with the formulation of the divisional budget.

Duties and Responsibilities
  • Supervision: Supervises and oversees staffing needs for the respective program, including organizational structure, recruitment, selection, coaching, discipline, training, and performance evaluations. Provides input on termination, compensation, and promotions. Ensures the fair and consistent application of discipline and termination procedures in line with City and departmental policies and procedures.
  • Performance Evaluation: Performs inspections and evaluates work performance and project completion to ensure compliance with quality standards and contract requirements. Identifies productivity or efficiency issues and makes necessary adjustments to schedules, resources, or other factors for program enhancement.
  • Safety and Compliance: Implements necessary precautions to ensure safety and compliance with City, OSHA, and other regulatory standards. Ensures proper reporting and thorough root cause investigations for all injuries and incidents, with consistent follow-up discipline and training as required.
  • Operational Program Management: Manages operational responsibilities, including supervisory oversight, to ensure the safe and efficient delivery of services. Investigates, analyzes, and resolves operational issues. Plans and implements changes to improve operational performance and enhance customer service.
  • Leadership & Decision Making: Collects and analyzes data and trends to make informed leadership decisions that enhance employee accountability, engagement, and customer service delivery. Plans and coordinates with fleet managers to ensure proper asset availability, appropriate spare ratios, and asset disposal, all contributing to successful service delivery.
  • Personnel Management: Collaborates with internal services to resolve employee relations and labor relations issues. Reviews and provides guidance on city and departmental policies in coordination with the HR business partner and departmental leadership.
  • Customer Satisfaction and Escalations: Engages with City of Raleigh residents to ensure customer satisfaction. Serves as the subject matter expert to program stakeholders in the community and resolves customer complaints and escalations.
  • Budget Management: Monitors and manages the program budget and performance measures, identifying opportunities for process improvement and performance enhancement. Monitors and administers maintenance and service contracts. Evaluates proposals, assists in negotiating contracts, and participates in vendor/contractor selection. Reviews the scope of work for projects and monitors progress and quality as outlined in contracts.
Typical Qualifications

Education and Experience
Bachelor's Degree in Waste Management or directly related field, five years of facility management experience and two years of supervisory experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

  • Valid North Carolina Class C Drivers license with a satisfactory driving record, or the ability to obtain within 60 days of hire

ADA and Other Requirements: Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions. Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
