The Building Inspection Supervisor oversees and coordinates the daily field operations of Building Inspector I, II, and IIIs. This position provides leadership through direct supervision, coaching, and mentoring, while also conducting training and verifying inspection accuracy and documentation. The supervisor supports the Building Inspection Superintendent by contributing to policy development, facilitating consistent inspection practices, and evaluating performance outcomes. Responsibilities include interpreting and enforcing Building, Plumbing, Mechanical, Electrical, and ADA codes; conducting minor plan reviews; assisting with complex inspections; preparing weekly statistical reports; and collaborating with internal and external stakeholders to resolve construction-related issues. The role also supports budget preparation, actively participates in Lean initiatives and operational improvements.

The ideal candidate will have multiple ICC certifications, exhibit a positive attitude, have a proven track record of providing excellent customer service, will have seven or more years of municipal government code administration and he/she will currently work as a building inspection supervisor/lead with at least 5 years' experience doing so. Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Assists direct reports with building inspections by verifying field compliance with approved plans, building, plumbing, mechanical, electrical, disability access, energy and related codes, regulations governing the construction, ICC Evaluation Reports, Manufacturer's Specifications, and responding to abnormal field inspection situations. Interprets codes and regulations and explains inspection programs. Investigates complaints concerning new construction or work involving permits.
  • Supervises the day-to-day work of Direct Reports by monitoring workloads, establishing staff inspection procedures and territories, providing direct supervision through ride a long, verifying accurate inspection records, and monitoring inspection procedures for policy compliance. Sets up and participates in group inspections of all model homes in the City of Goodyear. Supervises staff by interviewing and hiring, coordinating training, conducting performance reviews, establishing achievable goals and monitoring employees' progress, and maintaining personnel records. Conducts daily team huddles to discuss inspection issues and topics for educational purposes. Trains and mentors, all inspectors on City of Goodyear codes, and inspection processes and requirements.
  • Assists the Building Inspection Superintendent in preparing inspection policies by analyzing current procedures, receiving input from inspectors and other personnel, making recommendations, and monitoring and enforcing newly established procedures. Interprets building codes and coordinates construction projects by researching codes and related material, consulting with owners, designers, staff and plan review consultants, and resolving issues as needed.
  • Prepares weekly inspection reports by obtaining, compiling, and documenting statistical information from inspectors.
  • Performs minor plan reviews as necessary.
  • Advises property owners, contractors, architects, engineers and others on matters relevant to construction methods, materials, types of construction and occupancies. Advises owners on matters relating to building permits.
  • Actively participates in supporting, demonstrating, and implementing the vision and mission of the Development Services Department.
  • Actively participates in implementing Lean processes, improving business operations, and supporting a team environment.
Requirements
  • Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Minimum five years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver's License; ICC Commercial Building Inspector (B2) and ICC Residential Building Inspector (B1); and one of the following; ICC Building Plans Examiner-B3, ICC Commercial Mechanical inspector-M2, ICC Mechanical Plans Examiner-M3, ICC Commercial Plumbing Inspector-P2, ICC Plumbing Plans Examiner-P3, ICC Electrical Inspector-EI, ICC Commerical Electrical Inspector-E2, ICC Master Code Professional (CP), ICC Commercial Fire Alarms Plans Examiner (CN)
  • Reading: Work requires the ability to read code books, blue prints, spec books, memorandums, mail, technical reports, manuals, charts, tables, and plans.
  • Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division and algebra.
  • Writing: Work requires the ability to write memorandums, letters, reports, correction notices, standard operating procedures, notice to comply, agendas, meeting notes, daily route and tracking sheets, and email.
  • Managerial: Semi-complex - Work requires supervising and monitoring performance for a regular group of employees including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.
  • Budget Responsibility: Moderate - Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations. Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures (typically non-discretionary expenditures).
  • Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts are typically reviewed prior to being finalized.
  • Technical Skills: Comprehensive Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
  • Interpersonal/Human Relations Skills: High - Interactions at this level usually impact the implementation of policies. Contacts may involve interpretation of how policies are implemented and may require discussion and the support of controversial positions or the negotiation of sensitive issues or important presentations. During interactions on policy implementation, contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
