This Engineer position performs a variety of professional civil and traffic engineering projects relating to the planning, designing, operation, construction, and maintenance of the Citys transportation system; checks engineering plans, estimates, reports, and specifications for a wide variety of civil and private development projects; acts as a project manager on major traffic related capital projects; maintains engineering records and maps; performs other related duties as required.
The Senior Traffic Engineer position is responsible for performing the most complex design plan review and construction management of traffic and transportation projects and providing supervisory oversight to other engineers. Incumbents perform complex professional traffic engineering assignments requiring considerable knowledge of various aspects of civil and traffic engineering, including transportation system construction, traffic congestion management, transportation design, and traffic control systems.
DUTIES AND RESPONSIBILITIES:
Engineer:
Independently performs a variety of complex traffic and transportation engineering functions related to traffic safety, circulation, neighborhood traffic, and traffic signals; coordinates work with City staff and outside agencies to address traffic issues
Develops and reviews traffic engineering plans and specifications, including, but not limited to, traffic signal, signing and striping, traffic control, and special event traffic management plans
Responds to, investigates, and resolves difficult traffic engineering inquiries, requests, and complaints, including performing traffic studies in the field
May supervise, train, develop, and mentor employees; evaluates performance and resolves employee performance issues
Assists in preparing and presenting information at City and community meetings
Assists in developing and implementing traffic signal timing and coordination plans; operates the Citys Traffic Signal Operation Center to address traffic congestion and safety issues
Serves as lead project manager over traffic and transportation construction projects; supervises the preparation of plans, specifications, and estimates for transportation improvements and management of construction contracts
Establishes positive working relationships with representatives of community-based organizations, other agencies, City management and staff, and the public
Evaluates traffic impact and parking needs for land use and development plans
Performs other duties as assigned
DUTIES AND RESPONSIBILITIES:
Senior Traffic Engineer:
In addition to the to the job duties and responsibilities listed for the Engineer, this level:
Supervises assigned employees within the Traffic and Transportation Planning division; establishes goals and professional development opportunities for employees; trains, develops and mentors employees; evaluates performance and resolves employee performance issues
Conducts complex transportation planning studies and analyses; recommends and implements long-range planning strategies to complex transportation planning issues; ensures compliance with the General Plan, Circulation Element, Unified Development Code, City policies, and Federal, State and local laws
Reviews applications for planned developments, tentative tract and parcel maps, zone changes, and conditional use permits; establishes conditions for project approval by analyzing projects with respect to relevant city policies, ordinances and regulations; reviews final working drawings to ensure compliance with approved projects and conditions
Assists in the development of policies and procedures for the Traffic and Transportation Planning division; assists in developing short- and long-term program goals; recommends programs and projects to meet these goals
Coordinates and participates in the resolution of major traffic engineering issues; including the preparation of verbal presentations and technical reports on traffic engineering issues; responds to interrogations in cases involving the Citys Traffic System; interfaces with other agencies, including Los Angeles County, Caltrans, the Federal Highway Administration (FHWA), and others on traffic-related issues
Attends and organizes and presents information at City and community meetings
Interprets engineering standards, codes, and regulations; explains required traffic and transportation construction requirements, and construction and mitigation methods to owners, architects, engineers, developers, and contractors; coordinates activities with other departments and outside agencies
Prepares and reviews traffic impact and circulation studies, parking studies, school-related circulation studies, and traffic safety studies; prepares and reviews traffic signal plans, sign/striping plans, detour plans, specifications, cost estimates, and environmental issues
Facilitates and leads discussions and presentations with City staff, developers, property owners, community groups, Planning Commission, and City Council on transportation planning projects and issues
Serves as lead project manager over the most complex traffic and transportation construction projects; supervises the preparation of plans, specifications, and estimates for transportation improvements and manages of construction contracts
Education and ExperienceEngineer
Bachelors degree in Traffic, Transportation, Civil Engineering, or a related field
Four years of progressively responsible, professional experience in traffic and transportation engineering or related experience
Traffic engineering design experience in traffic signal, signing and striping, and traffic control is highly desirable
Supervisory or lead experience is highly desirable
Possession of a valid certificate of registration as a Traffic Engineer or Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers
A valid Class C California driver license or the ability to utilize an alternative method of transportation to carry out job-related functions
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
Senior Traffic Engineer
Bachelors Degree in Traffic, Transportation, Civil Engineering, or related field
Seven years of progressively responsible, professional experience in traffic engineering
Two years of supervisory experience, including directing the work of others involved in involved in traffic engineering activities
Possession of a valid certificate as a Civil Engineer or Traffic Engineer issued by the State of California
A valid Class C California driver license or the ability to utilize an alternative method of transportation to carry out job-related functions
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered

Understanding of the Intelligent Transportation System (ITS), the Traffic Operation Center (TOC), and signal maintenance procedures
Understanding of community traffic issues and the required efforts to address these issues
Understanding of Traffic Impact Studies and Environmental Impact Reports
Strong computer skills and knowledge of and the ability to use AutoCad to prepare traffic plans and diagrams
Strong verbal communication skills and the ability to clearly convey technical engineering concepts to non-engineers and make effective presentations to groups including City Council and the Leadership Team
Strong written communication skills and the ability to prepare responsive letters, memos, and technical reports on a variety of traffic issues
Ability to take initiative and work both autonomously and within collaborative teams
Ability to demonstrate a high level of ethics, integrity, and professionalism
Strong customer service skills and the ability to provide exceptional customer service, including the ability to effectively resolve complex and politically sensitive issues
Ability to lift, drag, and push files, paper, and documents weighing up to 25 pounds

Compensation includes enrollment in California Public Employees Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
