General Definition of Work Performs difficult skilled technical and administrative work overseeing the Citys building construction, maintenance and repair activities; oversees the custodial employees; performs regular inspections of building maintenance and annual building maintenance capital improvement projects, and is the primary point of contact throughout construction and post-construction; is directly engaged in the activities of the Division, including planning and scheduling projects and requests for service; is directly involved in related new City facility construction and renovation projects, including plan review and project inspections throughout the project; performs related work as required. Work is performed under the general direction of the Director of Public Works. Divisional supervision is exercised over all personnel in the Division. Essential Functions/Duties Oversees all personnel related activities of the Division; provides employee accountability 5% Prepares a Division budget and monitors expenditures 10% Plans, schedules, directs and inspects the work of crews engaged in the construction, alteration, repair and maintenance of buildings, and related structures; Checks construction and maintenance projects for progress and for conformance to work plans and orders; keeps customers informed regarding the status of their projects and requests for service, and notifies customers of the completion of projects and requests for service 50% Develops specifications for purchase of materials and equipment or for contract services, makes periodic inspections of City buildings to determine need for maintenance or repair, plans, estimates and maintains cost controls of maintenance of construction jobs; obtains quotes for projects and various requests for service 30% Keeps time, materials and equipment records and compiles detailed reports; Provides technical assistance to architects in the planning new construction and remodeling of City buildings 5% Knowledge, Skills and Abilities

Comprehensive knowledge of methods, materials, tools and equipment used in the repair, maintenance, and construction of buildings and related structures; comprehensive knowledge of the occupational hazards and safety precautions of the work; ability to obtain quotes, prepare estimates and order materials for building construction and repair jobs; ability to establish and maintain effective working relationships with other department officials and employees; ability to prepare plans, specifications and detailed reports; ability to plan and supervise the work of skilled, semi-skilled or unskilled workers. Ability to effectively use a personal computer and a work order management system. Ability to prepare memorandums and Excel spreadsheets. Ability to communicate well with customers and City staff, both orally and in writing. Ability to maintain a positive attitude in all forms of communication, provide excellent customer service and is customer service oriented.

Education/Experience:

Graduation from an accredited college with a Bachelors degree in construction management, civil engineering, architecture, or related field and extensive experience in construction, repair and maintenance work involving buildings or related structures, including extensive supervisory experience, or equivalent combination of education and experience

Physical Demands:

1. The physical activity of this position includes:

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.

  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Standing: Particularly for sustained periods of time.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.
  • Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of the fingertips.
  • Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
  • Repetitive Motions: Substantial movements (motions) of the wrists, hands and/or fingers.

2. The physical requirements of this position

  • Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

3. The visual acuity requirements including color, depth perception and field of vision

  • The worker is required to have close visual acuity to perform one or more of the following: preparing and analyzing data and figures; accounting; visual inspection involving small defects, small parts, operation of machines (including inspection); using measurement devices;

Special Requirements/Additional Information:

  • NIMS IS-700, IS-100, IS-200, and IS-300 training within twelve months of hire.

Must possess a valid appropriate driver's license with acceptable driving history.

Drug screening and criminal background check are required.
