The Senior Project Manager works within the Capital Development Division, in the Major Projects and Tenant Improvements Team. The position manages project delivery, from feasibility study, through design and construction, and ending with closeout. Much of the work is contract management and stakeholder management. A successful candidate must be willing to take initiative and be motivated to manage a full project workload while quickly adapting to the Divisions delivery processes, City, State, and Federal Codes, and other relevant policies.

This Team works with our partner City Departments to delivery on their capital facility needs. Project scopes can vary greatly, including:

  • Installing a small storage shed at $100,000.
  • Upgrading a police precinct to meet ADA standards at $300,000.
  • Remodeling four floors of the Seattle Municipal Tower at $20M.
  • Building a new fire station at $50M.

Job Responsibilities
  • Plan and manage all phases of capital facility projects, including schedules, initial project budgets, consultant selection, design and construction phase consultant management, overseeing consultant permitting, construction, closeout, and warranty.
  • Perform feasibility studies to assess budget and schedule for a project and prepare summary documentation for clients and leadership.
  • Complete and deliver construction phase through various blanket vendor purchasing and public works contracting methods.
  • Oversee selection and coordinate activities of consultants, vendors, and contractors.
  • Review and authorize payments to consultants, vendors, and contractors.
  • Negotiate, assist in scope definition, and oversee consultant contracts.
  • Work with clients, tenants, and FAS Facilities Operations during project delivery to ensure needs are met and/or limitations are communicated.
  • Develop and manage total project budgets including hard and soft costs; manage contract amounts, paydowns, and forecast the projects estimate to complete.
  • Manage and oversee construction phase, including:
  • Coordinate design document reviews for quality assurance and alignment with project scope and goals at appropriate project milestones with various stakeholders (clients, Citys ADA reviewed, etc.).
  • Work closely with Operations and Maintenance staff to ensure that projects will meet their needs and successfully transition to operations staff at end of project.
  • Other duties as assigned.
Qualifications

Minimum Qualifications:

  • Bachelor's degree in project management, construction management, architecture, engineering, business administration, public administration, or related field of study; and
  • Four (4) years of experience managing design and construction phases of multi-discipline capital infrastructure projects.
  • Or a combination of education and experience, which provides an equivalent background required to perform the work of the class.

The most successful candidates will possess the following:

  • Direct experience in managing capital projects and public works construction contracts in the public sector.
  • Experience managing and facilitating multi-disciplinary Architectural/Engineering consultant teams via contracts.
  • Excellent communication and client/customer management skills.
  • Proven ability to identify and manage highly sensitive matters.
  • Strong active listening and conflict management skills with a focus on problem-solving and facilitating consensus.
  • Ability to write clear, concise, and direct narratives, reports, and presentations.
  • Proven ability to understand technical information and translate it to non-technical audiences.
  • Experience working in a team environment in an architectural, property management, or engineering environment, managing multiple disciplinary teams and/or projects.
  • Excellent time management skills and the ability to successfully move several projects forward at the same time.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Experience using Project Management Software Systems.
  • Exceptional communication skills, both written and verbal to interact with a diverse workforce including the skilled trades, contractors, consultants, clients, and regulatory agency personnel.
  • Valid Driver's license.
Work Environment
This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies. Additional Information

This position is classified as a Strategic Advisor 2, General Government. The full salary range for this job classification is $ 54.60 -$81.91 per hour. This position is FLSA exempt (not eligible for overtime) and is Civil Service. The salary range for this individual role has been identified as $74.36 - $77.48 (target salary range) per hour or $113,568 - $ 170,372.8 annually.
