Work Conditions and Demands
In addition to working at the Brickyard Lane location in Baton Rouge, Louisiana, Louisiana Property Assistance Agency's (LPAA) truck drivers, laborers, contracted warehouse staff, and other warehouse workers may be regularly required to travel to locations located statewide to pick up surplus assets from state agencies that no longer need the property. The employees discussed above may be required to work longer than eight (8) hours per day, particularly when working in locations other
than LPAA's Headquarters in Baton Rouge, Louisiana. Surplus property includes, but is not limited to: office equipment/furnishings, art, refrigerators, medical equipment, lawn/garden equipment, automobiles, and marine equipment. Once received, LPAA sells or auctions these items. It is important for our workers not to damage property prior to sale to maximize its sale price. LPAA's warehouses and most of the areas where surplus property is stored by other state agencies, have unconditioned air environments that can also be dusty. Summers are hot and humid. Winters are cold and damp. LPAA staff loads and unloads items of varying weights and dimensions into/from box
trucks, enclosed tractor-trailers, and stake-bodied trailers. Much of the work is manual even though our employees use forklifts, dollies, and pallet jacks to assist their efforts. After unloading and tagging surplus property, warehouse staff arranges and displays property to sell to qualifying entities. Once sold, LPAA staff assists customers with the loading of their acquisitions.

The MEO2 may be required to possess a valid Louisiana Class D Driver's license and is required to be proficient with warehouse inventory computer systems. When necessary MEO2 employees can be scheduled as drivers on statewide runs. In those instances, MEO2 incumbents are required to perform functional supervision over the staff assigned to accompany them. MEO2 incumbents may regularly accompany MEO I /Heavy drivers on statewide runs to assist MEO I /Heavy drivers with labor required to load/unload trucks. MEO2 incumbents routinely work Monday through Friday, although may be assigned to routes requiring overnight trips.

Job Duties and Responsibilities

40% Operating box trucks, flat bed stake-bodied trucks, wrecker-type vehicles, cargo vans, passenger automobiles; providing functional supervision of laborers, and contracted warehouse staff when away from LPAA headquarters; assisting with staff to safely load/unload property in such a manner as to prevent damage to merchandise or the facilities in which it is located; delivering surplus property to auction site. In addition, the incumbent regularly assists other MEO2 staff by operating box trucks, large forklifts (15,500 lb. lift or greater), heavy equipment, lawn/farm/garden tractors and attachments, etc. providing manual labor to assist other LPAA staff with loading, unloading, tagging, and arranging property for sale or auction; assisting customers with loading their purchases. The incumbent may be required to possess a Class D Louisiana drivers' license and maintain a clean driving record.

25% Provides functional supervision over staff of one to three other employees (laborers) who assist with the duties required to setup the auction using smaller forklifts, pallet jacks, dollies, etc. This employee has the authority, latitude, and independence to prepare, select and display items offered at auction from new deliveries or from existing inventory. Learn and become proficient with all warehouse computer software systems LPAA warehouse staff uses to receive, manage, and sell inventory as well as be able to log into, scan and sync handheld scanners to group the items being sold in an auction so they are removed from inventory as they are sold. The selected property must be categorized and tagged with all pertinent information including transfer, asset number, acquisition cost and date of acquisition. Property for the auctions must be
segregated into separate numbered lots and scanned into the Asset Management System. Equipment and property must be displayed in a way that allows the customers the best advantage for reviewing the merchandise.

25% Operate box trucks offsite to assist with surplus property pick up functions when conditions mandate. Inspecting packet of Transfer Forms to insure scheduler assigned vehicle is appropriately sized for the amount of surplus being picked up; performing pre-trip planning to develop a route that maximizes efficiencies and fuel economies; working with LPAA's logistic coordinator to determine an approximate ETA at each pickup location; keeping management informed of delays that negatively impact the schedule; performing pre-trip inspection of truck or similar equipment; monitoring surplus as it is loaded to insure load contents are complete and that the load only
consists of the materials included in the approved packet of Transfer Forms; inspecting the condition of the surplus and refusing to accept any pieces of property that should be scrapped due to poor condition; managing overnight trips; preparing expense reports, mileage logs, and any other documentation required by a supervisor.

10% May serve as backup to LPAA Surplus Warehouse clerk/clerical staff when necessary; working with state agencies, municipalities and preference buyers when they purchase directly from the surplus warehouse. This includes denoting the information on the label affixed to the property on the write-up sheet to insure that the correct property is being sold. Uses write-up sheets or invoice documents to pull and load the property purchased into the buyers' vehicle(s). Verifies payment arrangements have been finalized before loading anything (governmental agencies are billed for purchases while third preference buyers must pay for the merchandise before they can take it). Perform any other duty assigned by supervisor.

Position-Specific Details:

This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. Louisiana is a "State as a Model Employer" for People with Disabilities. This position is responsible for operating box trucks, flat bed stake-bodied trucks, 3/4 ton cargo vans and passenger automobiles assisting LPAA with loading, unloading, tagging and arranging property for sale or auction. Applicants must be willing and able to lift up to 50 lbs. on a continuous basis, have a valid Louisiana drivers license and a good driving record.
