NOTE* The City of Atlantic Beach has one vacancy in the Building Inspection section and is looking to hire either (1) senior building inspector, or (1) entry level building inspector; please apply for only one position that best fits your level of experience, and current state licenses you have.

This position performs technical inspection work in the enforcement of the Florida Building Code, Property Maintenance Code, and related regulations. Work involves the performance of inspections and plan reviews in building construction, electrical, plumbing or mechanical installations. The majority of inspection duties will be performed on single-family dwellings using all inspection categories (1 & 2 family dwelling, building, electrical, plumbing, mechanical, and gas). Specific area of responsibility depends upon certification and trades experience. Inspects buildings and ensures compliance with building plans. Work is performed with considerable independence within established codes, regulations, and technical guidelines. Work is performed under general supervision of the Building Official, and performance is reviewed through conferences, reports submitted, and results obtained.

Duties and Responsibilities
  • Conduct inspections for compliance to codes and regulations governing building construction, alteration and repair, electrical, plumbing, and mechanical installations, and environmental protection,
  • Perform field inspections as required by the codes including footings, slabs plumbing, framing, electrical, and HVAC; inspect utility lines; inspect preliminary and final plats for completeness and accuracy to code specifications,
  • Review code standards and departmental regulation recommending changes when needed; review construction, alteration, or repair; recommend changes and improvements,
  • Initiate actions to enforce City ordinances, building codes and housing codes,
  • Issue citations of violations according to provisions of the Florida Building Codes,
  • Confer with contractors, engineers, property owners, and other interested parties to explain and interpret building codes and regulations,
  • Consult with contractors, developers, architects, property owners, and engineers regarding permit requests; coordinate needed corrections and changes,
  • Prepare and maintain necessary records and reports,
  • Perform other related duties as required.
Education and Experience

A minimum 5-year combination of experience or education in building construction. Must be licensed under Florida Statutes 468 (Building Code Administrators and Inspectors), 471 (Professional Engineers) or 481 (Architects) as indicated below under required license.

At a minimum, the applicant must currently possess an active license(s) from the State of Florida in one or more of the following three categories, or be qualified and have the ability to obtain a provisional license within 90 days and the license(s) within one (1) year of date of hire:

  • One and Two Family Dwelling Inspector, or
  • Standard Inspector in Building, Electrical, Mechanical, and Plumbing, or
  • Professional Engineer or Architect.

Knowledge, Skills and Abilities

Knowledge of the materials, methods, and practices used in building construction, electrical, plumbing, or mechanical installation. Knowledge of possible defects and flaws in building construction, electrical, plumbing, or mechanical installation, and of effective correction measures. Knowledge of the building codes and regulations governing building construction, electrical, plumbing, or mechanical installations, alterations, and repair, and environmental protection.
Ability to read and interpret construction plans, specifications, and blueprints, and ability to recognize deviations from such plans in the construction process. Ability to explain, interpret, and enforce codes and regulations firmly, tactfully, and impartially. Ability to serve the public and fellow employees with honesty and integrity in full accordance with the letter and spirit of the City of Atlantic Beach. Knowledge of, and ability to interpret Building Codes, City ordinances, land use codes, and State statutes.

The work involves reviewing permits on a computerized system, but also field work visually inspecting construction sites for building, plumbing, electrical and mechanical code deficiencies. Workers may be exposed to elements including: outdoor heat and cold and weather elements, also dust, fumes, odors, gases, oils and noise of power equipment like saws, drills, air nail guns, hammers, often requiring the climbing of ladders or operating at heights to inspect work.
