Purchasing Manager - Subcontracting

ESSENTIAL FUNCTIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of knowledge, skill, and/or ability required.

  • Ensure that all HPSI safety procedures, rules and regulations are followed and met

  • Follow all HPSI Purchasing Guideline

  • Develop successful negotiation strategies for all subcontracting and overhead purchase.

  • Have ability to write contractual language letter to vendor for any issues during execution time.

  • Review project SFI cost every quarter and work with Project Controller and Production to update forecast

  • Review all other buyers Purchase Order/Contract prior to issue to vendor and check it follows PSI Purchasing Guideline.

  • Support all other buyers on Terms and Condition review and provide redline initial review/thought to PSI Legal for review.

  • Create template for blanket order, overhead order and capex order and execute on those templates with the help of other buyers.

  • Should work under tight timeline and in team environment.

  • Support in bottom up Turnkey Estimate for future concept work and prepare basis of estimate.

  • Perform other related duties as required and assigned in Purchasing.

  • Develop vendor for Firm Fixed Price scope and Substitute Labor supply.

  • Firm Fixed Price Contract/Full Turnkey Task

  • Review Subcontracting Plan and execute all purchase order in timely fashion.

  • Follow below process for all contacts.

  • RFI -Send RFI and placed NDA for all vendor prior RFP

  • Scope Of work - Follow up with Scope of work and RFP documents.

  • RFP- Send out RFP and handles all communication during RFP process between bidder and internal team

  • Bid Review - Review all bid and prepare bid tab for all contract.

  • Send bid rejection letter to non-selected bidders.

  • Handle all questions from Internal Stakeholder and get clarification with bidders.

  • Propose best option to management for final approval.

  • Contract/Purchase Order Draft

  • Record keeping of all documentation from RFI to Contract Sign

  • Arrange Kick off meeting with core team after contract sign and hand over contract to Contract Administrator.

  • Update all purchase order and execute change order process with vendor during life of project.

  • Send close out letter after closing of project.

  • Substitute Labor Contract Task

  • Review Production need for all substitute labor

  • Negotiate rate with all labor supplier

  • Issue Purchase Order as per purchasing guideline

  • Review rates in PSI HR System prior to start of work

  • Provide all needed reports to accounting to cover owner supplied insurance plan

  • Get weekly update on labor supply from vendor

  • Update Purchase Order/Contract every quarter as per budget approval.

  • Work with production and forecast future adjustment in labor need and communicate with labor supplier

  • Keep all records for all rates and executed order.

SUPERVISORY RESPONSIBILTY

This position has supervisory responsibility.

EDUCATION AND EXPERIENCE

  • A. or B.S. College Degree with minimum 7+ Years of experience in Procurement, Labor Contract management experience preferred
  • 1+ years of Manger/Supervisor experience
  • Heavy Fabrication Industry experience, Shipbuilding Knowledge is plus
  • Experience in Government Contracting is plus
  • Proficient in SAP ERP Systems and MS Office suite software

WORK ENVIRONMENT

Environmental exposures are similar to those found in most heavy industrial settings and may include noise, heat, cold, vibration, dust, fumes and smoke. Work may be carried on indoors or outdoors, and may involve exposure to inclement weather conditions.
