Summary:

Provides leadership in the acquisition and delivery of all aspects of construction management for federal construction contracts. The Director of Construction responsibilities include overseeing all stages of construction and construction management team to include ensuring all construction objectives and standards are met, forecasting, tracking/reporting project costs/revenue and adherence to project estimates, finding solutions to problems as they arise, ensuring all equipment and materials are available on-site as needed, interfacing with governmental reviewers and inspectors, managing the relationship with general contractors and direct vendors, coordinating with creative initiative to help staff to deliver an integrated project, partnering with project management and the design team to ensure timely construction development, and ensuring project(s) are completed on time and within budget. The Director of Construction must be an independent, self-motivated professional with the ability to demonstrate innovation, excellent communication skills, and a high level of customer service and relationship building. This senior-level position, while reporting to the Vice President, is responsible for managing daily operations, ensuring efficient and cost-effective operations of office and field personnel serving a multi-state area.

This role requires a blend of technical expertise and high-level management skills to ensure that construction projects are delivered efficiently and effectively. The Director of Construction Operations must exhibit exceptional leadership qualities, profound knowledge of the construction processes, and the ability to handle high-pressure situations and multiple priorities simultaneously.

The salary range for this position is $172,760-$221,132/year.

Essential Duties and Responsibilities: (including but not limited to)

  • Assist in the planning, development, and implementation of strategy for the home office budget, including facilities, labor, and capital expenditures, and operational development (covering areas relevant to the operation’s structure, market, etc.).
  • Establish and maintain appropriate systems for measuring necessary aspects of operational performance, including but not limited to risk management, estimating, profitability, safety, quality control, and client satisfaction for all construction operations.
  • Conduct staff meetings, monitor, measure, and report on operational development plans, project reviews, and achievements within agreed formats and timescales.
  • Provide leadership, manage, and develop direct reporting staff.
  • Manage and control departmental expenditures within agreed budgets.
  • Liaise with other functional/departmental managers to understand all necessary aspects of operational development, and ensure they are fully informed of operational development objectives, purposes, and achievements, including HR, IT, Procurement, Project Management, and Administrative staff.
  • Maintain awareness and knowledge of contemporary construction operational theory and methods, and provide suitable interpretation to directors, managers, and staff within the organization.
  • Ensure activities meet with and integrate with organizational requirements for quality management, health and safety, legal stipulations, human resources, and environmental policies.
  • Participates in the planning and formulation of design alternatives and solutions for complex civil construction projects, provides conceptual estimates, feasibility studies, and cost estimates, and may coordinate the production of basic design plans and construction documents.
  • Develops and administers project budgets and fiscal controls, contracts, and quality control provisions.
  • Determine staffing needs for assigned projects, working with the technical team to assign necessary resources using both internal and external resource pools.
  • Oversees all aspects of day-to-day management of large, complex civil infrastructure construction projects; monitors and coordinates work performed by field personnel and subcontractors.
  • Interpret construction drawings and communicate construction requirements to site construction teams.
  • Reviews and interprets proposed designs, architectural drawings, and building specifications to institutional standards and initiates revisions where appropriate.
  • Prepares resource schedules and job mobilization for field teams.
  • Ensures that project operations are in compliance with design specifications and with state and federal policies and regulations.
  • Address management, technical, or administrative issues that arise during field operations to ensure project objectives are met.
  • Assists with the issuance of contracts, purchase orders, and change orders, and approves contractor invoices for payment as needed.
  • Inspects, approves, and accepts completed projects, ensuring conformance with building and life safety codes and architectural/engineering specifications.
  • Ensure compliance with all safety, quality, and security processes per federal regulations.
  • Perform any other duties as assigned by management.

Minimum Qualifications

  • Bachelor's Degree in construction management, engineering, or related discipline.
    • Experience may be substituted for education on a 1:1 basis.
  • 8 or more years of experience in construction management, with 5 years managing projects of $10M or more.
  • Experience managing multiple projects to completion.
  • Demonstrate increasing levels of responsibility from craft work through successful project management, to senior leadership.
  • Demonstrated experience preparing and assisting with bid estimates, including experience with RS Means and Heavy Bid estimating software.
  • Ability to create a logical bid documentation and tracking process
  • Experience with “win-loss” post award analysis to improve customer satisfaction and gain a stronger competitive edge in the market.
  • Demonstrated ability to build trust and business relationships with customers, successfully negotiate project changes, manage client expectations, and complete projects with excellent client feedback.
  • Must have existing relationships with construction subcontractors and suppliers, and involvement in construction industry associations in the company’s regions of work.
  • Flexibility to work outside normal working hours with the ability to communicate effectively with people in all areas of the company.
  • Ability to maintain professionalism during challenges, and willingness to reassess and reorganize when traditional solutions are unsuccessful.
  • Highly organized, not easily distracted, and willing to adapt when change is necessary.
  • Ability to pass background checks by various Federal Agencies (e.g., DOD, DHS, FAA, etc.) to obtain security access badges.
  • Strong knowledge of Microsoft Office Suite and databases such as Word, Excel, Access, PowerPoint, and Outlook. Familiarity with project scheduling software and automated accounting systems to retrieve and analyze project financial information.
  • Valid driver’s license and ability to be covered under the company vehicle policy.

Preferred Qualifications

  • Experience in Federal Government Contracting
  • Professional Engineering license
  • Professional Contractors license
  • USACE experience with RMS and CQM procedures
  • Project Management Professional (PMP) certification
  • Knowledge and experience with Alaska Native cultures

Physical Demands (including but not limited to):

  • Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components
  • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 10 hours.
  • Frequent lifting of up to 50 pounds, such as small electrical components, equipment, and other materials
