MUST APPLY ONLINE AT THE CITY OF SHERMAN WEBSITE, JOB SUMMARY Under general direction of the Public Works Manager, the Utilities Superintendent is responsible for planning, directing, and supervising a comprehensive program of maintenance and repair for City water and sewer lines and inspecting the maintenance and repairs of water and sewer lines and city-owned service lines. ESSENTIAL DUTIES Plans, organizes, directs and evaluates the work of department personnel in completing city water line maintenance and repairs of sewer lines and services, while maintaining regulatory compliance. Must be able to bring about strategic change, both within and outside the organization, to meet organizational goals by establishing an organizational vision and be able to implement the vision in a continuously changing environment. Must be able to lead personnel toward meeting the organization's vision, mission and goals by providing an inclusive work environment that fosters the development of others, facilitates cooperation and teamwork and supports constructive resolution of conflicts. Ensure organizational goals and customer expectations are met by making decisions that produce high quality results by applying technical knowledge, analyzing problems and calculating risks. Develops policies and procedures designed to increase the efficiency and effectiveness of department operations and address Distribution and Collection maintenance infrastructure needs within the City of Sherman. Process annual employee performance reviews and ensures employees meet the minimum expectations of their individual roles and responsibilities. Provide leadership and service to others by dealing skillfully and honestly, recognizing and rewarding optimal job performance, and mentoring staff to continuously improve team cohesiveness and service delivery. Work with employees to correct deficiencies; implement discipline and termination procedures when needed. Coordinate with Human Resources in the recruitment and selection of department personnel. Ensure department personnel receive training/continuing education as the budget allows. Ensure bi-weekly payroll time is processed accurately and efficiently for submission. Develops and administers department budget. Organizes department resources, including developing equipment and materials specifications, requisitioning supplies and coordinating maintenance. Coordinates projects with other City departments, outside contractors, state and federal agencies/monitoring officials and other agencies as necessary. Respond to inquiries and complaints from residents, businesses, contractors, consultants, code officials and engineers related to water problems and issues and ensuring all department personnel act in a professional manner. Oversees emergency operations and repairs, affecting the city's water distribution and sewage collection systems. Assist in disaster cleanup and flood control activities as directed by City Management. Provides status reports to Public Works Manager on department operations, any major shift in policies or procedures and recommendations for future development. Performs special projects for the Manager as required. Performs other related duties as assigned.

Knowledge of :
Methods, practices, techniques, equipment, tools, materials, and supplies used for water and sewer line maintenance and repair.
Safety regulations, protocols, principles, practices, and procedures for water and sewer line maintenance and repair.
Inventory control and purchasing procedures for water equipment, materials, parts and supplies.
Project development, management and implementation.
Operation of tools and equipment used in water and sewer line.
Basic computer applications, including Microsoft Office (Word, Excel, PowerPoint and Outlook) and use of the Internet is required.
Ability to :
Plan, organize, direct and coordinate the work of subordinate staff and delegate authority and responsibility.
Forecast future needs of the Distribution department and the skill to develop and implement plans to adequately manage the department.
Select, supervise, train and motivate subordinate staff.
Provide administrative and professional consultation and leadership for the successful development and implementation of departmental programs and initiatives.
Identify and respond to management issues, concerns and needs.
Analyze problems, identify alternatives and project consequences of proposed actions and implement recommendations in support of organizational goals and objectives.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective cooperative working relationships with those contacted in the course of work including City and other government officials and the general public.
REQUIRED QUALIFICATIONS
Experience and Education:
Any combination equivalent to the level of experience and education that would likely provide the required knowledge, skills and abilities will qualify.
Experience:
Five years of experience in water and sewer line maintenance and repair.
Three years of experience in a leadership role within water and sewer line maintenance.
Education:
High School Diploma or GED required.
Licenses/Certifications:
TCEQ Class B Distribution License
Collection Class III License
Possession of a valid Class B or greater Commercial Driver License, with the appropriate endorsements is a requirement for continued employment and must be obtained within six (6) months after date of hire.
May be required to obtain certification or license specific to area of assignment after date of employment at the City s expense.
