This position performs professional engineering duties in support of Borough capital and transportation projects.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

R1 - R5 - DOE

Baccalaureate degree in a course of study related to the occupational field.

Five (5) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.

Licensed as a Professional Civil Engineer in the State of Alaska.

Possession of or ability to readily obtain a valid drivers license issued by the State of Alaska for the type of vehicle or equipment operated.

Must successfully pass a pre-employment background check, drug screen and physical.

Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire and ICS 200 and IS 800 within one (1) year of hire.

  • Provides engineering support to capital improvement and/or transportation projects, including planning, field investigation and design, bidding, and construction coordination and oversight.
  • Provides civil engineering expertise to other divisions and departments.
  • Prepares and administers budgets, annual programs, cost estimates and reports associated with engineering support for projects.
  • Reviews construction plans of consulting engineers for conformance to standards and specifications; recommends alternatives; reviews plans for adequacy of facilities relative to proposed project.
  • Provides administrative approval for engineering plans and specifications for Borough regulated facilities as assigned.
  • Prepares reports and presentations and makes recommendations on engineering problems.
  • Facilitates meetings with consultants, citizens and governmental agencies.
  • Leads and moderates public meetings related to public infrastructure.
  • Develops, modifies, and approves standard engineering procedures, specifications and drawings for use on infrastructure projects; assists in developing project management procedures.
  • Drafts legislation and policies for Assembly, board and commission review.
  • Researches, gathers data, and prepares reports, presentations, publications, spreadsheets, tables and charts.
  • Performs related duties.
