Project Overview:
Thacker Pass is the largest known lithium resource in the United States. Once complete, the mine and processing facilities will produce more lithium carbonate than any other facility in the United States by far enough to power 1 million electric vehicles per year.
As the EPCM contractor for Lithium Americas, Bechtel is responsible for managing and integrating the efforts of a team contractors engineering and building the facility. We are also managing procurement of about $1 Billion in goods and services.
Earth work began in 2023 and design and procurement of long-lead equipment is underway.
The project is located in the high desert and wide-open spaces of north-central Nevada about 25 miles from the Oregon border, 1 hour northwest of Winnemucca, Nevada and 3 hours northeast of Reno.
Planned with sustainability and the environment in mind, the facility will use its excess process heat to generate electricity and will recycle process water up to seven times. Once the second phase of the project is complete, Thacker Pass will produce more than 16 times the current U.S. output of lithium.

Job Summary:
The Cost Engineer will be assigned to the project full-time, taking direction from the assigned project supervisor with GBU functional oversight for processes and procedures.
This role will perform cost estimating, analysis, and control activities. Duties include but are not limited to: understanding the project scope and objectives, maintaining budgets, tracking cost performance and assisting with tracking of changes (trends), assisting with weekly reporting, coordinating for cost and commitments upload into Ecosys and DSCS (Digital Supply Chain), performing cash flow assessments, cost coding as requested, helping to support development of inputs for QURR, and maintaining spreadsheets required to support overall cost requirements. Additional duties may be required to perform other Project Controls development, maintenance, and monitoring activities, as well as interface with our staff in the India office and at Site.
Our expectation is for this position to help ensure reporting is completed on time with high quality, and that this person can help support PowerBI (which is already set up) for the projects use, including internal and external customers.
This position is required to be a well-organized 'people' person with strong verbal and written communication skills. They will be able to help drive the project team members to provide timely inputs.
This site-based position will be located in Winnemucca, Nevada. Single-status, Workforce Hub (Camp) housing is provided, and bussing to/from the Thacker Pass Site is provided/available. #LI-SM2
Major Responsibilities:
- Maintain cost budgets and accurate cost forecasts, utilizing a change management system and monitoring project status. Performs ongoing cost data and cash flow analysis.
- Monitor progress of field contractors. Forecast monthly incurred costs, prepare monthly cost accruals, and explain the variances.
- Performs budget allocation and reporting/cost control regime for specific construction discipline or group of disciplines
- Assist in preparing cost data for proposals and contract negotiations. Reconcile received bids with control budgets for a specific scope.
- Oversees preparation of budgets for purchase contract and construction contracts and the associated scope and cost reconciliation.
- Ensures proper normalization and analysis of all contracts commercial evaluations.
- Ensure approved trends and changes are incorporated in the project estimate at completion (EAC) and budget for cost and quantities.
- Assists in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports, including Quantity Unit Rate Report (QURR).
- Prepare routine performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).
Education and Experience Requirements:
- B.S. degree required, preferably in Engineering or Construction Management.
- 5 or more years of EPC/EPCM experience in Project Controls with the most recent 3 years preferably on a Bechtel large or major project.
Required Knowledge and Skills:
- Skilled in oral and written communication, including direct interface with Bechtel project team members, owner and potential design contractors/vendors.
- Professional experience in the field and home office performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis.
- Experience with variance analysis.
- Analytical approach to problem solving.
- Proficiency with Bechtel Project Controls operating systems (e.g., EcoSys, MS Office applications) and with proficiency in several basic Bechtel standard application programs.
- Basic level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
- Knowledge of EPC/EPCM customarily acquired over time through specialized instruction or practical experience.
