The Principal Land Surveyor acts as the County Surveyor for the County of Sacramento and is responsible for managing and directing land surveying and division activities for Sacramento County. The incumbent implements land surveying and land division programs through supervision of assigned professional, technical, and clerical support staff. Examples of Knowledge and Abilities
Knowlege of
- Principles and practices of effective administration, organization, personnel management, supervision, training, and safety
- Federal, State, and local laws and regulations governing land surveying principles and practices.
- State Land Surveyors Act, Subdivision Map Act, and various Sacramento County codes, including the Land Development Title 22, Zoning Codes, County General Plan, and other related laws and practices concerning surveying and boundary determinations.
- Acquisition of real property and mapping laws pertaining to public and private ownership of real property
- Current survey equipment, mapping techniques and application software related to surveying functions
- Concepts in the Manual of Instructions for the Survey of the Public Lands of the United States
- Budget preparation, procedures, and practices
- Management techniques, practices, and polices
- County surveyor functions
- Countys policies and procedures for coordinating surveying programs with multiple agencies, departments or jurisdictions
- The Sacramento County land development process
- Plan, organize, and direct the work of personnel engaged in surveying
- Manage, evaluate, and train assigned personnel
- Provide requisite interpretations of the Land Surveyors Act, Subdivision Map Act, Land Development Title 22, Zoning Codes, General Plan, Sacramento County codes, Sacramento County Improvement Standards, and related codes and ordinances applicable to the survey requirements and boundary determinations
- Exercise sound independent judgment when working with various agencies, departments, and jurisdictions
- Deal effectively with sensitive personnel issues
- Communicate clearly and effectively orally and in writing
- Maintain effective working relationships with County employees, the public, and other agencies
- Prepare clear, concise, and comprehensive technical reports
- Read and interpret plans and specifications
- Prepare and/or review Request For Proposals, and associated proposals for consulting services related to civil engineering, land and right-of-way surveys
- Develop, interpret, and apply conditions of approval plans for new development
- Analyze surveying problems and work out effective solutions
- Direct the preparation of budgets for the various sections
- Effectively present policy questions, alternatives, and recommended solutions to department managers or elected officials
- Interpret boundary evidence and apply correct boundary principals
Minimum Qualifications
Either: 1. Two years of full-time experience in Sacramento County service in the class of Senior Land Surveyor.
Or: 2. Four years of full-time experience in Sacramento County service in the class of Associate Land Surveyor, Associate Civil Engineer or a higher class in land surveying or civil engineering.
Or: 3. Four years of full-time experience performing supervisory duties as a licensed surveyor or licensed civil engineer which have included difficult and complex land and engineering surveying projects.
Note: If the word experience is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.
General Qualifications
Driver's License: A valid California Driver's License, Class C or higher is required prior to appointment to this class. Failure to maintain the appropriate California Drivers License may constitute cause for termination from the class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.
Professional License Registration: A valid California Land Surveyor's license issued by the California State Board of Registration for Professional Engineers and Land Surveyors is required prior to appointment to this class. A California Civil Engineers licensed issued prior to January 1, 1982 may be substituted for the Land Surveyors license. Failure to obtain and maintain the appropriate credentials may constitute a cause for termination from this class in accordance with Civil Service Rule 11.4
Working Conditions: This position requires working evenings and weekends on a periodic basis. This position also requires travel to facilities located throughout the County.
Probationary Period
The probationary period for this classification is six (6) months.

FORMULA RATE EXAMINATION (Weighted 100%)
All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.
This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.
All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
