GENERAL DESCRIPTION

This is responsible technical work involving evaluation, planning and engineering for the Water and Sewer Divisions. Duties include preparation of design drawings, specifications and reports, preparation of permits and cost estimating, forecasting of future system demands, analysis of existing systems relative to future needs and identification of deficiencies, analysis of options and presentation of recommendations, participation in pilot testing , and related work as required. Work requires that the employee have considerable knowledge, skill and ability in the principles and practice of civil and sanitary engineering.

EXAMPLES OF DUTIES

Performs studies of the adequacy of existing water distribution and sanitary sewer collection systems and makes recommendations for future improvements.
Prepares and represents the Water and Sewer Divisions with regard to application for permits relative to existing and future projects.
Prepares plans, bid drawings and specifications, cost estimates and requests for proposals.
Designs and layouts water main and sanitary sewer pipeline extensions, replacements, upgrades, repairs and/or rehabilitation work and related projects, including all associated appurtenances.
Reviews and projects future areas of growth within service areas and determines system needs for future service.
Analyzes and designs various utility related structures including, but not limited to, underground vaults, manholes, chambers, tanks, reinforced concrete and steel structures, equipment and pipeline supports, dams, pumping facilities, control valve facilities and utility buildings.
Performs monitoring, inspection and administration of water main and sanitary sewer utility construction projects to ensure compliance with the plans, specifications, codes and contract requirements; and recording of construction field measurements for the compilation of "as-built" record drawings.
Writes and presents reports. Attends related meetings as required, including with contractors, other Town departments, divisions and staff, vendors, regulatory personnel and the general public regarding projects, complaints, etc.
Analyzes impact of future regulatory activities upon the Water and Sewer Divisions and prepares impact statements and position papers as directed.
Performs related work as required.

QUALIFICATIONS

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of the principles and practices of civil, sanitary and environmental engineering. Considerable ability to design, administer and coordinate the design and construction of a wide variety and complexity of utility projects. Considerable ability to understand and implement Water and Sewer Rules and Regulations, Technical Standards and Detail sheets as they apply. Good knowledge of state, federal and local regulations and of the principles and practices relating to the engineering, construction and operation of water and wastewater systems. Considerable ability to research and analyze a wide variety of engineering problems to provide engineering and technical assistance to Water and Sewer Divisions personnel and other interested agencies or contractors, including preparing technical reports. Good knowledge and ability to utilize computers with AUTOCAD experience and knowledge of hydraulic modeling software being desirable. Considerable ability in oral and written communications, including the ability to understand and implement complex oral and written instructions. Considerable ability to establish and maintain effective working relationships with coworkers, municipal employees, superiors, associates, contractors, developers and the general public.

MINIMUM QUALIFICATIONS:
A bachelor's degree from a recognized college or university in civil, sanitary, mechanical or environmental engineering plus a minimum of four (4) years of progressively responsible engineering experience of which two (2) years must be water and wastewater related, or an equivalent combination of education and qualifying experience substituting on a year-for year- basis.

An Engineer-in-Training (EIT) or Fundamentals in Engineering (FE) certificate is desirable.

SPECIAL REQUIREMENT:
Must possess and maintain a valid State of Connecticut Motor Vehicle Operators License.
