Supervising Inspector, Construction

This position performs supervisory work in the inspection of buildings, construction, repairs or alteration of structures conformity with NYC Construction Codes, Department rules, other pertinent laws and rules, and approved plans and specifications.

The selected Supervising Inspector for the Parking Structures team will be responsible for, but not limited to the following:

- Assist the Assistant Chief Inspector with managing the daily operation and performance of the unit.

- Assume leadership role in the absence of the Assistant Chief Inspector.

- Manage daily inspection operations for the Parking Structures team including routing, re-inspections, violation reviews, etc.

- Prepare and maintain reports and records of field inspections and quality assurance visits.

- Mentor, train, supervise and evaluate subordinate Inspectors.

- Review internal inspection reports for errors and identify public safety hazards.

- Manage and organize internal network databases.

- Coordinate organization of OATH and DOB violation records.

- Ensure timely submission of inspectors reports and violations.

- Review Compliance reports submitted by Qualified Parking Structures Inspectors (QPSIs).

- Audit inspectors reports.

- Ensure timely submission of inspection reports and finalization of DOB Now Safety entries.

- Manage inspection spreadsheets.

- Extract and provide inspection data when requested by unit management.

- Communicate regularly with Parking Structures Unit Plan Examiner staff.

- Provide regular training to Parking Structures Unit inspectors.

- Prioritize assignments and coordinate workflow to ensure timely achievement of unit goals.

- Assist members of the public in person, phone, and e-mails or through other available technical means to streamline and bring Jobs to closure.

- Evaluate and refer field observation reports from field inspector to the appropriate responsible Enforcement unit.

- Monitor the Parking Structures Unit mailbox.

- Record weekly stats of unit inspection criteria.

- Review special inspection reports and drawings submissions from contractors and respondents.

- Schedule re-inspections.

- Communicate effectively with QPSIs, contractors, owners, engineers, architects, special inspectors, etc.

- Train subordinates in building code regulations and unit procedures.

- Perform fieldwork as necessary, which will include responding to emergencies, performing inspections, quality assurance and field supervision.

- Respond to Parking Structure related emergencies 24/7 and provide appropriate technical information to emergency personnel and Existing Buildings Compliance (EBC) managerial staff.

- Conduct site visits with technical staff

- Issue violations for non-compliance

- Prepare accurate inspection reports.

- Respond to telephone and in-person inquiries

- Efficiently utilize agency routing and inspection softwares.

- Review inspectors violations and ensure error-free submissions to the Administrative Enforcement Unit (AEU).

- Ensure unit vehicles are well maintained and efficiently used.

- Ensure complaints are inspected and closed in a timely manner.

- Conduct meetings with subordinate inspectors to address performance issues.

- Accurately and professionally provide expert testimony at administrative and criminal court hearings.

- Additional duties and projects as needed or requested by the Assistant Chief Inspector, Chief Inspector, or other EBC managerial staff.

INSPECTOR (CONSTRUCTION) - 31622

Qualifications

1. Two years of full-time satisfactory experience working in the construction trades as a carpenter, mason, ironworker, plasterer, architect, engineer, building construction superintendent, or inspector of building construction, or in related work. Working as a roofer, painter, sheet-metal worker, metal lather, sheetrock taper, glazier, or insulation installer is not acceptable experience; or

2. A license as a professional engineer or registered architect issued pursuant to the New York State Education law or a license as a Site Safety Manager issued

by the NYC Department of Buildings; or

3. Sixty credits towards a degree in civil engineering, engineering technology, architecture, architectural technology, construction management, or a closely related field from an accredited college or university; or

4. One year of experience as described in 1 above and one year of formal training or education in an acceptable construction program given in a college, technical school or trade school; or

5. Completion of an apprentice program, a minimum of two years in length, in a construction trade or building inspection; or

6. Education and/or experience which is equivalent to 1, 3, 4, or 5 above

7. To be eligible for placement to Assignment Level II, individuals other than licensed professional engineers, registered architects, or Site Safety Managers, must have, after meeting the minimum requirements, either (a) at least three additional years of experience as described in 1 above or (b) a baccalaureate degree in civil engineering, engineering technology, architecture, architectural technology, construction management, or a closely related field from an accredited college or university and at least one year of experience as described in 1 above.

8. To be eligible for placement to Assignment Level III, individuals other than licensed professional engineers or registered architects must have, after meeting the requirements for Assignment Level II above, at least one additional year of experience as described in 1 above.

9. To be eligible for placement to Assignment Level IV, individuals other than licensed professional engineers or registered architects must have, after meeting the requirements for Assignment Level III above, at least one year of experience as described in 1 above in a supervisory capacity.
