Provides advanced engineering expertise and leadership in the design, implementation, and management of Dallas County's infrastructure systems across server, cloud, database, and storage platforms. Leads complex projects, drives infrastructure automation, and ensures enterprise systems are secure, scalable, and aligned with County priorities. Collaborates with architecture, cybersecurity, and development teams to deliver high-performance solutions that support critical public services.Designs and implement secure, resilient, and high-performing infrastructure platforms that support County operations. Leads end-to-end delivery of infrastructure components for enterprise applications and digital services. Oversees infrastructure integration for systems involving cloud, virtualization, databases, and storage. Troubleshoots and resolves complex system issues with minimal downtime and high stakeholder impact. Standardizes infrastructure deployments and promote automation for speed, accuracy, and scalability. Supports hybrid environments, ensuring seamless connectivity between on-prem and cloud services. Guides the setup of backup, disaster recovery, and high availability configurations. Serves as a Tier 3 escalation point for major incidents involving critical infrastructure systems. Establishes operational standards and procedures for system configuration, patching, monitoring, and logging. Leads infrastructure reviews to improve performance, reduce downtime, and optimize resource utilization. Develops and manages lifecycle strategies for hardware, software, and cloud services. Coordinates patch management and vulnerability remediation in collaboration with cybersecurity. Drives infrastructure automation using scripting and infrastructure-as-code tools. Integrates system monitoring and alerting into proactive response workflows. Ensures compliance with ITSM, change control, and service catalog processes. Maintains accurate system documentation and configuration records. Contributes to the architecture of scalable infrastructure solutions that support digital modernization, cloud adoption, and mobile access. Designs infrastructure components for new applications and system integrations. Aligns system architecture with enterprise standards, security policies, and recovery objectives. Creates technical documentation including solution diagrams, specifications, and implementation plans. Recommends infrastructure enhancements based on technology trends and user needs. Participates in system design reviews, technical evaluations, and product selection. Ensures infrastructure solutions are modular, adaptable, and cost-effective. Advises on platform migration, consolidation, or decommissioning strategies. Defines infrastructure KPIs and participate in trend analysis for continuous improvement. Identifies root causes of recurring issues and recommend architectural or operational fixes. Evaluates new technologies and contribute to proof-of-concept efforts. Drives performance tuning, patch automation, and monitoring improvements. Recommends optimizations for storage, compute, and cloud resource usage. Documents and shares best practices for backup validation, incident response, and configuration management. Participates in audit reviews and security assessments with recommended remediations. Promotes infrastructure innovation through process improvement and automation pilots. Mentors junior infrastructure engineers and provides technical guidance on complex tasks. Leads peer reviews, knowledge-sharing sessions, and internal training on tools and techniques. Contributes to standard operating procedures, onboarding plans, and documentation templates. Assists in resource planning, project estimation, and team capacity assessments. Provides guidance during troubleshooting, emergency response, or on-call escalations. Supports continuous learning through workshops, shadowing, and technical certifications. Helps develop internal utilities, scripts, or automation frameworks for shared use. Fosters a collaborative, high-performance engineering culture grounded in reliability and accountability. Serves as infrastructure technical advisor for enterprise initiatives and transformation programs. Collaborates with solution architects, application teams, and cybersecurity to design integrated solutions. Works with departments to gather infrastructure requirements and translate them into scalable solutions. Presents technical solutions, risk assessments, and improvement plans to project managers and IT leaders. Assists in vendor management and evaluation of infrastructure tools and services. Provides subject matter expertise for audits, compliance assessments, and strategic planning. Represents infrastructure engineering in cross-functional governance or steering committees. Promotes transparency, trust, and responsiveness in infrastructure delivery and support. Performs other duties as assigned.Education, Experience and Training: Education and experience equivalent to a Bachelor's degree in Information Technology, Computer Science, or job-related field. Five (5) years of progressive infrastructure experience, including system design and operational leadership across server, cloud, database, or storage systems. Certifications (Preferred) Certifications such as Microsoft Azure Administrator, AWS SysOps Administrator, VMware VCP, Red Hat Certified Engineer (RHCE), or Oracle DBA. ITIL Foundation or intermediate certifications Special Requirements/Knowledge, Skills & Abilities: Knowledge of at least one infrastructure domain and working knowledge across others. Skill in scripting and automation with PowerShell, Python, Bash, or Terraform. Skill in communication, leadership, and collaboration. Ability to be strategic and focused on system resilience, maintainability, and scalability. Ability to work in a fast-paced, evolving technology environment. Must possess a valid Texas Driver's License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. Physical/Environmental Requirements: Standard office environment. Occasional travel to County sites, vendor meetings, conferences, and industry events.
