DEQ has an open opportunity for a Maintenance and Construction Project Manager.
* This position is Exempt from the Human Resources Act (EHRA) except for Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits. *
** A valid North Carolina Drivers License is required for this position due to occasional travel including overnight is required. **
This position manages the day-to-day operations of the central DEQ facility maintenance team to address maintenance issues and provide solutions to minimize work interruptions. Work is supervisory, administration, and para-engineering work in the management of routine and non-routine operations regarding the construction, maintenance and repair of facilities and equipment. Serves as a technical resource providing advice, guidance, and leadership regarding procedures and documentation for facility performance requirements in compliance with industry standards.
Key Responsibilities:
- Manages the design and construction process for capital improvement projects and represents the departments interests at construction meetings, conferences and inspections.
- Conducts bid openings, bid evaluations, recommends award of construction, repair and maintenance projects at a variety of buildings and structures at DEQ locations across NC.
- Coordinate maintenance and repair projects from design, bidding, construction, change orders and project completion.
- Responsible for the day-to-day management and maintenance of all DEQ owned and leased sites.
- Coordinate major repair work with vendors and contractors.
- Supervise staff.
- Create and manage spreadsheets used to track preventative maintenance measures and capital improvement projects.
Facility Services:
DEQ Facilities Health and Safety Division provides support to DEQs divisions at multiple sites across the state that includes: Property management for major buildings at Green Square, Archdale, Reedy Creek Road Complex, and dotted line responsibility for all Division of Marine Fisheries facilities; real property leases and sub-leases throughout the state, (34 sites, 850,000 sq. ft.) facility related contracts, DOTS tickets, office relocations, Motor Fleet and Department owned vehicles, boats, motors, trailers, planes, drones, mobile devices, security, parking, and insurance. The Division is responsible for all aspects of DEQs Capital Project Planning and Management, DEQS Safety Program, The Stewardship of over 400 Land Easements and 5,000 acres of State Game Lease Land.

The Office of Continuous Improvement (OCI) enhances the performance of the North Carolina Department of Environmental Quality by fostering compliance and efficiency across diverse projects. As a fluid team of multidisciplinary, collaborative problem-solvers OCI leverages business processes, data analysis, compliance, and engineering expertise to drive improvement.
Embedded within DEQ Divisions, OCI is a hub of expertise, developing and strengthening processes and workflows that support DEQ's mandate to deliver federal funding effectively and equitably for infrastructure, energy, and resilience projects. Knowledge, Skills and Abilities / CompetenciesThe Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. We will not review resumes in lieu of Experience and Education listed on the application.
To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Demonstrated experience of capital improvement project management such as, construction design process and/or construction project life cycle.
- Demonstrated experience in preparing construction plans, specifications, technical computations, and/or cost estimates.
- Demonstrated knowledge of the NC General Statutes and/or NC Building Codes relating to engineering, planning, design, consulting, contract administration, construction, and/or renovation.
Management Preference:
- Facilities Management Certification [Facility Manager Administrator (FMA), Certified Facility Manager (CFM)]
Bachelor's degree in Facilities or Construction Management or related Engineering field from an appropriately accredited institution and three (3) years of related experience in construction project management, or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
