Engineering Technician 1-4 (Permits Technician)
The overall function of this position is to assist professional engineers and/or higher-level technicians in the performance of right-of-way permits work in the District Permits Section. This position is located in District 61/Unit 500/East Baton Rouge Parish of the Department of Transportation and Development and reports directly to an Engineering Technician DCL.

Minimum Qualifications
Possession of a high school diploma or GED.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

Job Duties and Other Information
Job Duties:
60% Assists the District Permits Specialist (Engineering Technician DCL) in the issuing of all permits originating in the District and at headquarters. Ensures permit applications are on the correct forms, that work involved is on state highways. Reviews permit applications to ensure conformance to current design standards, reviews drawings for completeness and uses expertise to ensure drawings are in compliance with DOTD policies. Recommends approval and disapproval of permits. Maintains log of the status of all submittals to ensure timely processing. Maintains detailed records of all permits issued in the District and ensures that documents are properly entered in the computer database.
30% Performs field visits to permit applicant sites to verify location and to verify accuracy of details and drawings. Uses experience and knowledge to determine the size and length of drainage pipes required for residential driveways. Attends meetings and conferences with utility owners, permit applicants, property owners, DOTD project personnel and headquarters representatives, consulting engineers, local government representatives, and other affected parties concerning the impacts of permits on highway right-of-way. Explains the Department's policies and procedures to permit applicants ensuring that all requirements are met while working with the applicant to accommodate their needs. Monitors work associated with approved permits to ensure compliance with permit requirements and DOTD policies, procedures, and specifications.
5% Attends required training classes and may provide on-the-job training or assistance to other technicians.
5% May be required to perform other duties as necessary, including but not limited to, emergency/disaster support activities. Disaster support activities may include participation in District ESF-1 responsibilities such as staffing VSA sites, MSNS's, DSNAP sites, disaster shelters, etc. Tracks incoming/outgoing shipments of salt for inventory purposes during snow/freezing rain events.

Compensation: Engineering Technician 1 - $12.22/hourly
Engineering Technician 2 - $14.00/hourly
Engineering Technician 3 - $16.03/hourly
Engineering Technician 4 - $18.35/hourly
Additional $2.00/HR Premium Pay For Every Hour Worked
