DESCRIPTION
Under the general supervision of the Civil Construction and ROW Manager, the Senior Civil Construction Inspector will be responsible for the inspection of public improvement construction including streets, water, sewer, sidewalks, and drainage for compliance with local, state, and federal code, regulations, and specifications. The position is responsible for inspecting and policing construction activities within all city rights-of-way and the inspection of certain private improvements. The incumbent will train, instruct new inspectors and serve as the key lead in the field and office.
EXAMPLES OF DUTIES
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; and make recommendations for changes and improvements to existing standards and procedures.
Lead, oversee and participate in inspecting work quality and material used in construction, repair and maintenance of a variety of public works projects; ensure compliance with approved construction plans, building and construction standards, codes, ordinances and regulations.
Verify the work of contractors for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
Review proposed change orders to City contracts for scope of work and appropriate pricing; evaluate and make recommendations on proposed changes; participate in negotiating and preparing change orders.
Meet with contractors and/or subcontractors; lead pre-construction, preliminary, and final inspection meetings as directed by the Civil Construction and ROW Manager.
Research and evaluate procedures for ROW permitting and construction processes, as appropriate; provide recommendation for process improvements.
Check contractors for proper licenses, permits, authorizations and insurance.
Coordinate with internal and external stakeholders including but not limited to, ensuring compliance with all applicable local, state and federal laws, codes, and regulations, research and resolve issues encountered during construction, and address hazardous and/or unpermitted ROW construction or excavation activities.
Conduct on-site project inspections and investigations.
Coordinate construction inspection activities with other city departments, including gas, telephone, and electrical utilities, cable TV and related operational areas.
Collaborate with utility providers to remove abandoned facilities, remedy violations of city code, and correct deficiencies of workmanship discovered during warranty or other non-compliance issues; coordinate the resolution and notify Civil Construction and ROW Manager if issues have not been resolved.
Support the Civil Construction and ROW Manager in conducting training and reinforcing safety standards to ensure staff are adequately trained while adhering to the City of Anna policies.
Prepare detailed data on construction progress and inspection. Videotape project activities and progress as appropriate. Review and prepare daily work progress.
Compile data and information for reports, cost estimates, change orders and revisions, and construction progress payment.
Interpret, explain, and enforce City policies and procedures regarding technical standards, specifications, and ordinances.
Confer with the Civil Construction and ROW manager to monitor construction progress, including worker productivity, and compliance with engineering and safety codes.
Respond to inquiries by departments, consultants, agencies and neighbors.
Issue Stop Work Orders for violations. Issue public notification of long-term street closures.
Inspect and compare trench safety means and methods to approved plan.
Meet with design professionals or contractors to interpret design intent and modifications to plans and specifications; provide technical guidance and interpretation; ensure compliance with city and industry standards, procedures and regulations.
Train and instruct new inspectors and serve as the key lead in the field and office.
Monitor contractor's SWPP plan and ensure that they are implemented and maintained.
Ensure that projects are completed according to schedule, resolve problems that arise due to inclement weather, emergencies, or other issues that may cause delays.
Perform any other related duties as required or assigned.
TYPICAL QUALIFICATIONS
High school or GED, plus 5 years of public works construction inspection experience, two (2) years of which is in a lead or supervisory role; or equivalent combination of education and experience.
Must possess a Certified Public Infrastructure Inspector Certification (CPII) and water and wastewater licensing or ability to obtain within 12 months of employment or promotion.
Must have a valid Class C driver's license with an acceptable driving record as defined by City policy.
Must pass a pre-employment drug screen, criminal background check and MVR check.
Basic: Spreadsheet, Word Processing/Typing is required.
