JOB DESCRIPTION

QUALIFICATIONS:
WV Professional Administrative Certificate: Master's Degree Educational Leadership/Administration.
Demonstrates skill in capacity building and strong vision for school improvement.
3 years experience in administrative position.
Satisfactory past evaluations.
Demonstrates skills in effective communication with students, school personnel and parents.
Additional minimum requirements: applicants who have unsatisfactory evaluations in the past year will not be considered eligible for consideration; applicants who demonstrate unsatisfactory interview performance are not eligible for consideration; and, applicants who receive unfavorable reference recommendations will not be eligible for consideration.
Additional minimum requirements for applicants not currently employed: applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration.

IMMEDIATE SUPERVISOR: Superintendent
SUPERVISES: Staff members designated by the Superintendent.
ASSISTANT SUPERINTENDENT DUTIES:
Serves in the absence of the Superintendent.
Visit the schools as often as practicable; observe and makes suggestions concerning the instruction and classroom management to the schools and their conditions.
Advise in the preparation of the annual budget and expenditures.
To act in case of emergency in the best interest of the schools.
Oversees Administrative Staff as assigned by the Superintendent.
Work with other county officials on school improvement and accountability.

Perform other responsibilities as the Superintendent may assign.
HUMAN RESOURCE DIRECTOR DUTIES:
Serves as Title IX/Harassment Coordinator;
Coordinates Certification;
Oversees Teacher Recruitment;
Evaluation of assigned personnel;
Oversees employee attendance/substitute calling system;
Posting of all positions, including posting positions on Frontline Applicant Tracking System;
Oversight of hiring (checking applications, references, arranging interviews, completing matrices, contacting hires, etc.);
Ensure notification of applicants-successful and unsuccessful;
Arranging in-service training and WV competency testing (through SBCTC) for applicants for service personnel positions;
Producing personnel certification applications to be approved by the WV State Superintendent, coordinating their review and revision with liaison from WV Office of Professional Preparation;
Maintain preferred recall lists;
Updating and maintaining all forms associated with hiring of personnel including applications, bid sheets, and matrices;
Maintain and update job descriptions for all positions annually;
Coordinate extracurricular assignments including paid and non-paid coaches;
Maintain and update all personnel files (active and Inactive), including obtaining necessary forms, records, and evaluations for all employees:
Update and maintain all personnel databases including HMS database for all county employees;
Ensure fingerprinting and background checks of potential employees and volunteers;
Assist with the certified list and other personnel reports required state and other required reports;
Maintain/provide seniority lists (professional and service). Posted according to WV Code guidelines and deadlines;
Maintain substitute lists (all professional and all service substitutes). Maintain teacher sub list by certification. Maintain service sub lists by classification and substitute seniority;
Process leave of absence requests and documentation including FMLA forms;
Provide oversight of evaluations to insure all personnel have received appropriate evaluations;
Oversee teacher induction program (mentoring/WVSIPP);
Send personnel assignment letters for upcoming year:
Provide New Employee Orientation (staff development prior to beginning of school year and when needed as employees are hired);
Oversee all aspects of professional certification insuring that all employees maintain proper licensure;
Ensure certification applications are properly completed, signed and submitted to WVDE:
Inform teachers, coaches, etc., when re-certification is necessary;
Ensure extracurricular employees are properly approved and rehired;
Review and verify high Qualified Teacher data county-wide;
Perform investigations as directed;
Create/maintain/distribute employee handbooks annually;
Establishes effective working relationships with other institutions for the community, region and state that may be of use to teachers, parents or students;
Attend regional and state meetings, programs and conferences to keep current with school program;
Perform other responsibilities as the Superintendent may assign.
DIRECTOR OF TRANSPORTATION:
Provides leadership and support in developing, implementing, and maintaining high quality and safe transportation services.
Check road conditions and assist Superintendents with decisions related to school closure or weather for closures and delays.
Supervises and evaluates school bus operators and mechanics.
Coordinates with Superintendent and Treasurer to manage budgets effectively.
Oversees and directs prospective bus operators under guidelines as prescribed by the WVDE and Pendleton County policies.
Arranges for certification of school bus operators, school bus trainers and equipment.
Manages the use of substitute school bus operators, mechanics, and transportation aides.
Verifies information such as attendance and payroll submitted by school bus operators and mechanics.
Manages the transportation needs of field trips, athletic events and other activities.
Conducts route and bus operator observations for compliance with state and local regulations.
Investigates and responds to requests for bus stops and route changes.
Coordinates training and staff development opportunities for all bus operators and mechanics.
Makes route changes in the event of adverse road conditions or emergencies.
Investigates hazardous road and route conditions and reports to the Superintendent.
Maintains accurate records of student bus stops and routing information.
Acts as the primary radio dispatch communicator.
Establishes and maintains professional working relationships with appropriate school personnel.
Establishes good public and employee relations.
Maintains and upgrades professional skills in order to improve the transportation program.
Plans, coordinates, and arranges for the appropriate training of staff including staff development opportunities and safety programs.
Develops on-going and long-range vehicle (school buses & county vehicles replacement schedules.)
Communicates with other administrators, personnel, and outside organizations to coordinate transportation needs.
Prepares all required reports and maintains all appropriate records.
Ascertains that all buses are inspected as required.
Takes responsibility that all buses are kept in safe running condition with repairs being made at the School Bus Garage and/or vendors.
Mediates and works to resolve parent and employee concerns.
Authorizes purchases in the transportation department within budgetary limitations and according to county guidelines.
Investigates any accidents, takes appropriate corrective actions, and files all required reports.
Monitors enrollment at the schools in-order too realign school boundaries for school bus routes.
Assists with Comprehensive Educational Facilities Plan.
Oversees the use of cameras on school buses.
Remains on call for emergency situations.
Perform other responsibilities as the Superintendent may assign.

ASSESSMENT/EVALUATION:
Gathers and interprets data from individual, groups, or programs to evaluate needs and program. Items that may be used to reflect assessment/evaluation: explains nature and purpose of assessment in an understandable manner; demonstrates knowledge of theories, techniques and instruments used for assessment; follows confidentiality procedures; makes provisions for the attainment and evaluation of program goals; and communicates effectively with school personnel, students, parents, and the community.
INTERVENTION:
Delivers services to students and others to improve skills/functional abilities or inform recipients of services. Items that may be used to reflect intervention: provides activities to foster the development of the whole child/student; demonstrates positive interpersonal relationships with students, educational staff, parents, and the community; assists teachers and students in implementing plans/strategies; involves student in setting objectives; and uses systematic processes to assess needs, plan interventions, and evaluate outcomes.
