Title: UTILITY SUPERINTENDENT- SCADA Department: Public Works Status: Full-Time FLSA: EXEMPT POSITION OVERVIEW Under limited direction of the Director of Public Works and Field Services Manager, provides management of the real-time SCADA (Supervisory Control and Data Acquisition) for the City's water treatment, water distribution, and wastewater collection and treatment systems. This position is responsible for ensuring the real-time control system integrity, availability, and business responsiveness. This position is responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. ESSENTIAL DUTIES Manages, trains, and leads staff that supports 24/7 real-time control systems used by the Water and Wastewater Treatment Plants, Water Distribution, and Wastewater Collection facilities. Ensures real-time control system integrity and highest operational reliability and system availability. Oversees daily evaluations and tuning of real-time control systems operations to accomplish the best system performance. Communicates with utility operators , engineers and field crews; troubleshoots and performs problem analysis and resolution as required. Leads technical discussions on complex system issues; make recommendations and suggestions to management and users; interacts closely with SCADA or third-party technology vendors in order to keep abreast of the latest technology environment. Works with Capital Improvement Project (CIP) management team to ensure SCADA system is updated and tested to support project schedule; ensures that all telemetry and controls are available and accurate. Reviews and coordinates the addition of Process Control Automation devices to the systems. Manages customer relationships. Keeps customers and project managers informed about status of all projects and manages project deadlines. Oversees the implementation of the Advanced Network applications to ensure efficient and reliable remote system administration and troubleshooting. Provides for emergency backup system and plans to exercise it on a regular basis. Plans, implements, coordinates, and monitors compliance and evaluates policies and procedures to guide staff actions and transactions. Implement changes to improve processes/policies. Reviews current and future requirements from business and technical needs assessments and develops short- and long-range plans to anticipate those needs. Responsible for CIP and O&M sectional budgets associated with improvements and enhancements to the SCADA systems and other control systems. Ensures group efforts to keep up with the latest developments in the utility industry to meet Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), American Water Works Association (AWWA), Water Environment Federation (WEF), and International Society of Automation (ISA) standards and regulatory requirements. Performs other duties as assigned. EDUCATION/EXPERIENCE, CERTIFICATIONS, LICENSES Bachelor's degree in engineering or related field OR any combination of experience and education in lieu of a degree 4 years of supervisory experience Minimum of five (5) years of water and/or wastewater utilities process control or automation experience or any combination of these fields is required Class C Water Distribution License from TCEQ (Must be able to acquire within 2 years) Ability to obtain Wastewater Collections License I issued by the TCEQ within one year of hire. KNOWLEDGE, SKILLS, AND ABILITIES Ability to direct the timely production of project proposals and agreements. Ability to understand database design and application development. Ability to perform systems testing of specification requirements. Ability to understand and use standard application development design, report and project management tools. Ability to effectively participate in multiple projects or project capacities. Ability to perform objective analyses and re-engineering of business processes to maximize quality service and cost-effectiveness. PHYSICAL DEMANDS/WORKING ENVIRONMENT Work is performed in office, construction, and treatment facility environments. May be subject to repetitive motion such as typing, data entry, and vision to monitor. May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling, or lifting such as when reviewing plans, specifications and conducting inspections. May be subject to operating heavy equipment and power tools. May be subject to working extended hours and responding to emergencies on an on-call basis. May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes, infectious diseases, air and water borne pathogens, poisonous insects and wild animals common to water, wastewater, and underground utilities. Must be able to lift up to 50 pounds. Occasionally stand, walk, bend, and kneel during the shift. Occasionally climb ladders, scaffolding, and stairs in order to inspect or repair equipment. Climb ladders up to 200 ft in height with fall protection equipment.
