General Description:
This is difficult work requiring considerable independent judgment in repair, supervision and administration of the Facilities Maintenance Division. Managerial work and field work is performed under the general direction of the Assistant Parks and Recreation Director and is reviewed through results achieved.
Essential Job Functions:
Participates in developing, updating, and implementing short and long-term strategic planning; formulates and coordinates the implementation of goals and objectives; develops and interprets operational procedures in accordance with City codes and policies for the Division.
Develops and administers budgets; authorizes expenditures; identifies trends and patterns; develops and maintains records and reports for the division.
Manages staff directly or indirectly. Participates in the hiring process, oversees employee development, performance management, counseling and disciplining of personnel. Evaluates the performance of subordinate Facilities Maintenance personnel. Plans, administers, and coordinates the activities of the Division.
Provides technical advice, administrative direction, and supervision in the development, implementation, and evaluation of facilities maintenance division programs and services.
Plans, develops, implements, and directs aprehensive preventive maintenance, repair, and service program for city owned buildings and equipment. Services to include, but not limited to, HVAC, electrical, plumbing, carpentry, and security systems.
Develops maintenance and repair procedures; establishes andanizes repair priorities based onplexity, age, and type of facilities, buildings, and systems. Coordinates facilities and maintenance operations with all City departments.
Oversee the construction of new building/facilities; supervises private contractors performing work on public buildings/equipment including, but not limited to, construction, remodeling and renovation, maintenance, servicing, modification, and repair.
Review plans and specifications with the contractor and staff to ensure aplete and thorough understanding of the scope of work to be performed.
Prepares bid specifications and negotiates for some contracted services; provides instruction and oversight for all services related to construction, repair, and maintenance of city buildings/facilities/equipment.
Follow and enforce safe working practices and has a working kledge of safety practices and procedures in accordance with the City's Safety Plan.
Performs electrical work on a variety of systems throughout the City to include offices, shops, lift stations, water plant, etc.
Performs trades worker duties to include HVAC, plumbing, carpentry, etc.
Performs other duties as required and other work as may be assigned.

Minimum Qualifications
Kledge, Abilities and Skills:
Advanced kledge and skill in the repair/installation ofplex electrical systems.
Kledge of standard building, electrical, plumbing, mechanical, and other related codes applicable to building construction and facilities maintenance.
Kledge of modern construction techniques.
Kledge of City and departmental rules, regulations, and Standard Operating Procedures or ability to acquire.
Kledge of permitting procedures and processes.
Kledge of human resource management as it relates to the training, placement, and evaluation of personnel.
Kledge of and ability to make structural and physical assessments.
Kledge of the operation and maintenance of department and building/facilities equipment.
Kledge of National, State, County, and City regulations pertaining to the installation, repair, or modification of any building or utility system.
Kledge of plumbing systems, energy management systems, HVAC, irrigation systems, and all associated building operations.
Ability to administer, supervise, coordinate, implement, and evaluate assigned activities performed by the division.
Ability to evaluate situations and make good independent decisions at management level and give guidance and support to subordinates.
Ability to prepare and supervise the preparation of clear, accurate, andprehensive reports.
Ability to read and interpret blues, construction plans, and specifications.
Ability and kledge to use departmentputer systems and Office software.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to meet and deal effectively with the public and to establish and maintain effective oral and writtenmunications and cooperative working relationships with City Officials, fellow employees, outside professional associates including engineers, contractors, builders, developers, architects, and the general public.
Ability to understand and carry out oral and written instructions.

Demonstrated leadership skills and abilities.
Education, Training and Experience:
Graduation from an accredited high school or equivalent GED, with three (3) years' experience in facilities maintenance at a supervisory level. Abination of education, training, and/or experience may qualify an applicant for consideration. Preference may be given to individuals with an associate's degree or higher in Building Maintenance, Building Construction, Engineering, Architecture, Electrical, or similar programs.
Licenses, Certifications or Registrations:
Valid Florida State Driver's license and an acceptable driving record.
Licensed Professional Engineer or Licensed Architect a plus.
Florida Journeyman license required with a Master Electrician license a plus .
State Certified HVAC Licensing a plus.
Essential Physical Skills:
Acceptable eyesight (with or without correction).
Acceptable hearing (with or without hearing aid).
Acceptable clarity of speech (with or without reasonable amodation).
Ability tomunicate both orally and in writing.
Ability to access, input, and retrieve information from aputer
Ability to sit at a desk and view a display screen for extended period of time.
