This position serves as an Acquisition Manager for Agency requirements with the Contracting office of Defense Commissary Agency (DeCA) with responsibility for managing and directing the execution of the acquisition mission for assigned commodities.
You must meet the Department of Defense qualification standard for the 1102 series and additional requirements by the announcement closing date.

This position has a Basic Education Requirement:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. AND

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.

Basic Requirements for Critical Acquisition Positions :

A. Eligible for GS-14 or equivalent. AND

B. A bachelor's degree and at least 24 semester hours in accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND

C. Completion of all mandatory training requirements for certification as prescribed by the head of the agency for progression to higher level contracting positions. AND

D. Four years of acquisition experience. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower grade level, GS-13, of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position. AND

E. The requirements for membership into an Acquisition Corps are the same basic requirements as paragraphs A through D above EXCEPT that membership only requires the employee to be a GS-13, rather than "eligible for GS-14."

SPECIALIZED EXPERIENCE IS DEFINED AS:
  • Establishing clear objectives and priorities to include acquisition planning and strategies consistent with laws and regulations governing the acquisition mission.
  • Maintaining direct oversight and technical surveillance over the execution of all acquisitions functions and directing critical programs that have extensive impact on the continuity of an entire organization's operations.
  • Applying knowledge of military and commercial resale grocery operations and systems that interrelate with the acquisition process.
  • Managing and administering the contracting program of a diverse, multi-location organization.

You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Additional Requirements that must be met by the closing date:
  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a nontemporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. Documents must be in English or include an English translation. The hiring employer for this position does not evaluate degrees from foreign colleges or universities.
