DESCRIPTION OF WORK In this role, you will be responsible for ensuring the precision of all testing procedures in accordance with Pennsylvania Test Method (PTM) protocols, as well as relevant standards set by the American Association of State Highway and Transportation Officials (AASHTO) and the American Society for Testing and Materials (ASTM). This includes verifying the accuracy of laboratory reports and making observations during material shipments to confirm that the delivered products meet specified requirements, supported by accurate weigh slips that reflect the quantities shipped. You will also oversee technicians at Portland cement plants, asphalt facilities, and aggregate quarries, ensuring they conduct tests and maintain quality control throughout the production process.
Your duties will involve meticulously documenting sampling and testing methods as per the designated protocols for each material type, identifying potential issues, and proposing solutions when feasible. Any significant problems must be reported to your supervisor promptly. You will apply the appropriate testing methods and assess compliance with these methods among material suppliers, focusing on areas such as extraction, gradation, specific gravities, absorption, air content, slump tests, unit weights, and wash tests. Additionally, you will ensure that vendors adhere to the required quality control plans, maintain comprehensive documentation in line with these plans, prepare accurate reports, collect samples, and conduct quality assurance at the District level.
It is essential to confirm that all materials comply with specifications and that all necessary plant documentation is up-to-date, consistent with the Quality Control Plan, and readily available for review. You will conduct annual inspections of producer plants and witness the annual calibration processes. Furthermore, you will be required to enter documentation into the Electronic Construction and Materials Management System (eCAMMS) as needed. To excel in this position, you will need to become proficient in the required documentation procedures and develop a solid understanding of eCAMMS, the Engineering & Construction Management System (ECMS), the Pennsylvania Project Collaboration Center (PPCC), as well as relevant publications such as Pub 408-Highway Construction Specifications, the Project Office Manual (POM), Bulletin 14 regarding Approved Aggregate Producers, and Bulletin 15 listing Qualified Products.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Vendor controlled hours; schedule may be subject to change due to seasonal/operational needs
Telework: You may have the opportunity to work from home (telework) part-time on an ad-hoc basis per manager approval. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Bridgeville.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years as a Transportation Technician or Construction Cost Technician 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
- Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
- One year of construction inspection experience, and an associates degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or
- An equivalent combination of experience and training.
Special Requirement:
- This position requires possession of an active non-commercial Pennsylvania Class C Drivers License or equivalent.
