The hiring range for this position is $57,753.17 (minimum salary) to $79,534.89 (midpoint of range) dependent upon qualifications.
The purpose of this position is to oversee and provide direct supervision in the repair, maintenance, and operational aspects of all city buildings. The supervisors role involves coordinating and establishing work priorities for maintenance activities and ensuring staff, vendors and contractors complete work as specified, timely, and safely. This position assists the work group as needed to complete maintenance tasks and provide training. This position ensures preventative maintenance programs are established and being completed while keeping accurate records. Successful performance provides safe and attractive facilities for city personnel, citizens, and visitors. This position reports directly to the Projects & Facility Services Manager.Major Duties
- Plans, coordinates and supervises the day-to-day activities of the maintenance team and ensures timely completion of assigned tasks. Escalates issues to the Facilities/Project Manager when appropriate..
- Supervises building maintenance and repair of general building conditions, heating and air conditioning systems, sprinkler systems, plumbing systems, doors and locks, electrical systems, roof repairs, painting, and flooring, etc.
- Troubleshoots and diagnoses problems and implements efficient and effective solutions.
- Identifies and surveys building issues and implements preventive maintenance measures and/or plans for capital repair or replacement.
- Coordinates and oversees assigned maintenance projects with the Projects & Facility Services Manager and contractors.
- Develops, oversees, and provides feedback on minor/major building maintenance plans with the Facilities/Project Manager.
- Ensures budget is available for project requests by reviewing with the Facilities/Project Manager and departments prior to starting project.
- Manages the daily schedule of division staff for appropriate coverage and on-call duty.
- Maintains oversight and accurate records of maintenance activities, including repairs, inspections, and inventory management. Ensure work order system requests are documented and completed in a timely manner.
- Monitors and assists with the division budget by researching and making recommendations for expenditures.
- Effectively communicates and collaborates with staff and departments on work requests and facility related concerns and complaints.
- Performs other related duties as assigned.
- Guidelines include department standard operating procedures, state and local building and fire codes, and relevant city, state, and federal codes, laws, and regulations. These guidelines require judgment, selection, and interpretation in application.
- Ensures compliance with health, safety, and environmental regulations.
Supervisory/Management Responsibility
- The position supervises (4) Facilities Maintenance Technicians.
- Trains, directs, supervises, evaluates, and disciplines personnel.
- Responsible for responding promptly to facility-related repairs, both during normal working hours and emergencies.
- Provides suggestions for staff development to Facilities/Project Manager.
- Ensures safety training is completed as directed and monitors compliance with safety practices of assigned staff.
- Ensures a cooperative and productive work environment.
Education/Experience Requirements
- Knowledge and level of competency commonly associated with the completion of an associate degree in a course of study related to the occupational field.
- Preference for certification(s) in a mechanical trade (HVAC, plumbing, or electrical).
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require ten years or more of related experience.
- Preference for prior supervisory experience or equivalent of increasingly responsible experience as a lead maintenance worker with responsibility for other workers.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated prior to employment
- Advanced knowledge of the standards, materials, techniques, and equipment used in the maintenance and repair of municipal buildings.
- Experience with HVAC, plumbing, and electrical systems.
- Strong mechanical knowledge with the ability to read schematics and troubleshoot maintenance issues.
- Knowledge of general permitting requirements.
- Knowledge of occupational hazards and standard safety precautions and practices.
- Skill in the operation of computers, mobile phone, and other standard office equipment.
- Skill in planning, organization, prioritizing, and decision making.
- Skill in the operation of specialized maintenance equipment.
- Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and training.
- Good oral and written communication skills to effectively work with the public, vendors, contractors, and City staff
- The work is performed inside and outdoors and involves sitting, standing, lifting, moving, stooping, bending, crouching, walking, and occasionally in cold or inclement weather.
- The employee may be exposed to noise, dust, dirt, grease, and irritating chemicals.
- The employee frequently lifts light and occasionally heavy objects, climbs ladders, operates machinery, and uses tools or equipment requiring a high degree of dexterity.
- The work can involve reading small print, computer screens, and other printed documents in both color and black/white.
