Job Description
Parks Planner and Project Manager position will be responsible for coordinating and assisting in the design, review, approval, and implementation of various parks and recreation construction projects, including greenway and trail related projects. The incumbent will also be inspecting construction sites for adherence to specifications, timelines, budgets, and other project management issues. Additionally, the position is responsible for providing technical assistance, reports, and recommendations to contractors, non-County stake holders, County departments, and the Board of Commissioners. This position provides a unique opportunity to work with an integrated team of professionals to design, manage, and oversee construction of integral Parks and Recreation facilities that help shape the future of our County.
Essential Duties
- Manage planning, designer selection, procurement, and construction-phase oversight on behalf of the Parks and Recreation Department for related planning and construction projects
- Reviewing, monitoring, and adjusting construction project schedules based upon status and phase, producing timeline updates, and approving project payments
- Reviewing plans for compliance with codes, applicable laws, rules, and regulations
- Preparing cost estimates, timelines, bid schedules, contract documents, statement of qualifications, and other documents related to request for proposals or project designs
- Conduct regular site visits to verify progress, compliance with construction documents, quality of workmanship, and identify and address potential cost or schedule risks arising from RFIs, submittals, change orders, or unforeseen conditions.
- Performing other duties of a similar nature or level., as assigned and/or required
- Advising on construction planning, implementation, and inspection
- Leading and supporting the pre-qualification and selection process for architects, consultants, contractors, and assisting in developing and reviewing solicitations, RFQs/RFPs, bid documents, and procurement strategies
- Providing recommendations on contractor and vendor selection, including bid leveling and analysis.
- Participating in design reviews to evaluate constructability, identify value engineering opportunities, and assessing potential schedule or cost impacts
- Ensuring coordination of construction documentation, including change management, permit requirements, and quality assurance standards
- Contributing to the development of project planning, design standards, and interdepartmental alignment across complementary initiatives.
- Provide input on Department level planning efforts such as the Gwinnett Countywide Trail Master Plan, Parks and Recreation Master Plan, and Capital Improvement Plan.
Grade
- The Grade of this position is C43(1).
Minimum Qualifications
- Bachelor's Degree in Construction Management
- Three years (3) of related construction management experience
- OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above
- Valid Driver's License from state of residency
Preferred Qualifications
- Bachelor degree in Landscape Architecture, Engineering, Construction Management
- Three years (3) of related construction management experience
- OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above
- Strong Knowledge of ArcGIS, Photoshop, and AutoCAD
- Sustainable SITES Accredited Professional Certification (SITES AP)
- Certified Parks and Recreation Professional (CPRP)

- Delivering updates on project timelines, scope, impacts, and benefits to community members, neighborhood associations, or local boards
- Presenting project proposals, budget justifications, or master plan elements to elected officials, advisory commissions, or planning boards in a formal setting
