About the Role:

United Hospital Fund (UHF) is seeking an experienced and detail-oriented Contract Administrator to lead the development, execution, and management of contracts and data use agreements. This includes oversight of regional subcontractor agreements and complex data-sharing arrangements that support dynamic, multi-stakeholder initiatives with statewide reach. Reporting jointly to the Managing Director of Medicaid and UHF’s Business Office, the Contract Administrator will play a vital role in ensuring timely contracting, compliance, risk mitigation, and operational alignment across internal teams and external stakeholders. The ideal candidate will bring strong contract management experience— particularly with subcontractors and data partners—along with analytic skills and a collaborative, solutions-oriented approach.

Key Responsibilities

•Contract Strategy & Lifecycle Management: Manage the full lifecycle of a diverse portfolio of contracts—from scoping and drafting through execution, tracking, modification, and close-out.

• Regional Subcontractor Contract Oversight: Manage all subcontractor agreementsrelated to regional convening and programmatic support. Ensure scopes of work,deliverables, and payment schedules align with program strategy, timelines, and waiver requirements.

• Data Partnership & Use Agreements: Coordinate the execution of data use and sharing agreements. Work closely with program and data teams to ensure contractual terms reflect data architecture, privacy, and regulatory requirements.

• Compliance & Risk Management: Ensure all contracts comply with State, legal, and internal policies. Monitor risk and performance obligations, ensure adherence to reporting requirements, and lead the resolution of contractual issues in coordination with legal, finance, and program leadership.

• Grant Administration & Oversight: Oversee and monitor logistics of UHF grants to non-profit entities coordinating with program officers on solicitation, board committee approval, narrative and financial reporting, and grantee payments.

• Cross-Functional Coordination: Serve as a liaison between internal program teams, business office, the State and external partners to align contracting operations with strategic goals and evolving needs.

• Vendor & Partner Relationship Management: Serve as a key point of contact for contract-related communications with vendors, consultants, and regional partners. Support issue resolution and performance monitoring.

• Documentation, Tracking & Reporting: Maintain organized records of contracts and agreements. Track milestones, deliverables, amendments, and payment schedules. Prepare internal reports and summaries for leadership, funders, and auditors.

• Process & Systems Improvement: Recommend and implement tools and workflows to enhance transparency, efficiency, and alignment across contract operations, with particular attention to multi-stakeholder and data-driven initiatives.

Required Qualifications:

• Minimum of 5 years of contract management experience, ideally within health care, public health, nonprofit, or government sectors.

• Experience managing subcontractor agreements and vendor relationships, including performance oversight and compliance.

• Demonstrated ability to navigate contracts involving data sharing, technical services, and complex program scopes.

• Intermediate data/analytic literacy, with the ability to understand and manage agreements involving data flows, privacy requirements, and data governance.

• Demonstrated ability to manage ambiguity and evolving priorities, with a flexible, solutions-oriented mindset and comfort navigating uncertainty in a dynamic, multi- stakeholder environment.

• Strong organizational, project management, and communication skills.

• Proficiency with Microsoft Office Suite and contract tracking systems (e.g., AdobeSign, Asana, SharePoint)

• Bachelor’s degree required; Master’s degree or certification in business administration, legal studies, public administration, public policy, or a related field is preferred.

Salary Range: $90,000 - $120,000 commensurate with experience.

*This position is externally funded, and continued employment is contingent upon the ongoing

availability of that funding. It is anticipated to continue through at least March 31, 2027 .
