Job Title: Test Bed Construction Engineer/ Quality Assurance (SME)
Job Location: Albuquerque, NM
Job Description
We are seeking a Construction Engineer / Quality Assurance SME to support the Defense Threat Reduction Agency (DTRA) by monitoring the construction of test beds, test articles, test tunnels, and test support facilities. This role is critical in ensuring quality performance, safety, and schedule adherence during high-consequence construction efforts in support of national defense testing operations.
Must have an active and transferable DoD security clearance with current investigation at the required level. Must be able to maintain the required clearance
Required Education/Experience:
* Active Secret security clearance; must be eligible to obtain TS/SCI.
* Master’s degree in civil engineering, construction management, or a related discipline with 10+ years of experience in construction oversight or QA for government or defense-related projects.
* Demonstrated experience monitoring complex infrastructure construction and producing actionable progress reports.
* Excellent written and verbal communication skills to interface with government stakeholders and contractors.
Required Certifications/Training:
1. National Society of Professional Engineers (NSPE) License
2. US Army Corps of Engineers Construction Quality Control Management for Contractors Certification
3. OSHA 30-Hour Certification or EM-385 40-Hour Certification
Required Skills:
* Oversee and monitor construction activities across DTRA test infrastructure, including test beds, tunnels, and support facilities.
* Track and report on schedule progress, work in progress, QA performance, and potential issues requiring resolution.
* Provide regular updates to DTRA/RD-TSTM via the contracting officer’s representative (COR).
* Serve as the Government’s on-site representative, gathering all pertinent project information and ensuring alignment with contract terms and engineering requirements.
* Develop and submit detailed daily, weekly, and monthly reports on construction status, safety, and quality compliance.
* Make professional recommendations regarding schedule delays, safety issues, engineering challenges, and QA deficiencies.
* Ensure strict adherence to federal construction standards and safety protocols.
Desired Skills:
* Prior experience supporting DoD test facilities or infrastructure supporting CWMD missions.
* Familiarity with DTRA/RD construction and QA practices.
* Ability to work independently while coordinating across multidisciplinary teams.
