Plains All American is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). Plains has an immediate opening for a Project Engineer in our Houston, Texas, office. Reporting to the Manager, Engineering, you will be challenged with engineering and construction projects in fulfillment of Plains capital expansion program. Our ideal candidate is technically exceptional while being a collaborative team player. Travel is expected and required (25%).

Responsibilities:

  • Lead small-scale projects and/or sub-teams on larger projects.
  • Assist in project reviews to ensure project execution plans are based upon sound engineering principles; ensure concepts, costs and time schedules are well developed, and projects will accomplish the stated objectives.
  • With guidance, lead all aspects of the project management process including scope development; cost and schedule; contracting strategy; contractor bid and award; procurement; construction; documentation; and close-out.
  • Actively manage contractor performance, adherence to Plains engineering specifications, and minimization of change orders.
  • Implement detailed work plans and manage time and resources to meet project deadlines.
  • Define project risks and seek guidance (when necessary) to meet delivery goals.
  • Review the work of others against quality standards and recommend changes as needed.
  • Collaborate with operating locations in planning project execution and engage stakeholders.
  • Oversee field implementation for assigned projects, as appropriate.
  • Respond to routine and/or standard requests from internal and/or external clients/partners.
  • Resolve design and construction conflicts and drive project performance.
  • Prepare, administer, and monitor project budgets and schedules.
  • Initiate, review, and negotiate project change orders.
  • Use existing procedures to solve routine problems; ask questions and review data to determine the root cause.
  • Develop and issue project reports as needed for both internal and external distribution.
  • Ensure the maintenance of detailed records of project activities.

Qualifications:

  • Bachelors degree in engineering required and a minimum of 4 years relevant work experience
  • Working knowledge of the Engineering Design Process
  • Pipeline and terminal project or operational experience a plus
  • Experience with a pipeline company considered an asset
  • Aptitude for analyzing and solving complex problems
  • Strong written and interpersonal communication skills, including the ability to influence others
  • Excellent computer skills, including Microsoft Office Suite (Word, Excel, Access, and Outlook) and industry applications
  • Available to travel and complete site visits (up to 25%)
  • Cleared criminal history (background) check and satisfactory reference checks
  • Compliance with the companys Drug & Alcohol Policy including pre-employment testing
  • Valid state driver's license and driving record satisfactory to the company and its insurers #Plains
