Within defined objectives from the Chief Financial Officer, directs, manages, supervises, and coordinates the services, budget and activities of the Fiscal Services Division of Bryan Texas Utilities (BTU).

Essential Job Functions

  • Manages BTU personnel providing accounting, financial reporting, budget preparation and maintenance of financial subsystems for BTU.
  • Management responsibilities include making employment decisions regarding hiring/termination, assigning major projects and reviewing work, assisting in staff development and training, approving time, evaluating performance and addressing performance concerns, meeting with employees and management staff to identify and resolve problems, and performing other personnel actions to ensure productivity and quality standards are maintained.
  • Ensures timely closure of monthly general ledger entries, including cash ledger, payroll distribution, accounts receivable, accounts payable, work orders, and fixed asset sub-ledgers.
  • Manages completion of annual audit and financial statement preparation.
  • Analyzes accounting, financial and operating data to identify emerging trends, deviations from normal operations, and variances from budget.
  • Ensures accounting policies and procedures are documented and followed.
  • Manages BTU's annual O&M and Capital budget process.
  • Continually reviews existing accounting practices and advises of any problems or recommends changes.
  • Recommends accounting changes based on requirements to comply with GAAP, FERC, PUC, or other regulatory requirements.
  • Establishes reporting formats to provide management, financial and related operational information.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and review with the Chief Financial Officer.
  • Participates in the development and administration of the department's annual budget.
  • Answers questions and provides information to the public and other departments including financial reporting, accounts payable and payroll data.
  • Carries out management responsibilities in accordance with the City's and department's policies and applicable laws.
  • Performs related duties as required.

Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, or similar field of study plus at least ten (10) years of of professional accounting experience; OR a Master's degree plus at least eight (8) years of professional accounting experience; OR a PhD plus at least six (6) years of professional accounting experience
  • Must possess at least 3 years of experience supervising/managing staff performing accounting or finance related functions.
  • Experience with an electric utility is preferred, but not required.

  • Learn department functions thoroughly in order to provide general information and explain detailed department processes and procedures.

  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Oversee the implementation of upgrades and other changes to automated financial systems.

  • Think strategically and provide innovative and effective recommendations.

  • Interpret, explain, and ensure compliance with City and departmental administrative directives, policies, and procedures.
  • Provide City staff and management with sound advice and information regarding incumbent's area of responsibility.
  • Establish and maintain effective working relationships with staff, other City employees/departments, City officials, and the public.

Skills:

  • Strong leadership skills, including the ability to create a culture conducive to selecting, developing, retaining, evaluating, and motivating a skilled and cohesive team.
  • Strong personal computer skills, including the ability to efficiently utilize a variety of office equipment. Must be proficient with Microsoft Office (Word/Excel/Outlook) and able to promptly learn other job-specific programs as needed.
  • Strong verbal and written communication skills, with the ability to communicate with tact and diplomacy.
  • Strong customer service skills, including the ability to handle escalated customer inquiries.
  • Strong analytical, decision making, organizational, and project management skills.

Licenses, Certifications & Special Requirements

  • Texas Class C driver's license with a good driving record as measured by the City's evaluation system.
  • CPA Certification (or equivalent) is preferred.

Physical Demands

Physical demands include but are not limited to: Sitting, talking, hearing, seeing, standing, walking, driving; use of hands and fingers to operate office equipment and machines; and occasionally lifting and/or moving objects up to and including 25 pounds.

Working Conditions

Work is performed primarily in an office setting or well-lighted and temperature-controlled working environment.

Equipment

Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.

Equipment may include but is not limited to: phone, computer, printer, fax, copier, scanner, calculator, and vehicle.
