POSITION DESCRIPTION SUMMARY

KKCS is seeking a highly experienced Estimator IV – Senior MEP Estimator to support the Los Angeles Community College District (LACCD) Program Management Office. This senior-level role focuses on estimating for Mechanical, Electrical, and Plumbing (MEP) scopes and reports directly to the PMO Program Controls Manager and Chief Estimator under

Requisition: SAC-476 at their Program Management Office (PMO) in Monterey Park, CA . This is a full-time, onsite, contract position that offers an exciting opportunity in a high-impact and publicly funded environment.

Position Description:

  • Prepare comprehensive construction cost estimates for MEP scopes based on drawings, outlines, and specifications.
  • Evaluate consultant cost estimates for accuracy, consistency, and completeness.
  • Assess contractors' cost proposals, including for change orders and extra work.
  • Conduct site visits and incorporate findings into cost projections.
  • Analyze labor, material, equipment, and subcontractor costs.
  • Prepare and present technical cost reports, recommendations, and memoranda.
  • Develop scope and pricing documents based on RFIs/RFCs.
  • Review and validate quotes, value engineering reports, and claims.
  • Use cost databases, vendor quotes, and historical data to refine estimates.

Minimum Required Qualifications:

  • Minimum 10 years of experience in cost estimating for building construction (Type I–V per State Building Code), including 2 years in a supervisory capacity.
  • Strong expertise in MEP estimating and Job Order Contracting (JOC).
  • Bachelor's degree in Engineering, Architecture, Construction Management, Business, or a related field (or equivalent work experience on a year-for-year basis).
  • Expert understanding of construction methods and local labor/material costs.
  • Proven ability to independently estimate scopes of work and compare against contractor proposals.
  • Effective written and verbal communication skills.
  • Ability to manage multiple estimates in a high-paced, collaborative environment.

Preferred Qualifications:

  • Proficiency in eGordian JOC estimating system.
  • Knowledge of prevailing wage and union labor rates.
  • Familiarity with NECA and MCAA labor productivity standards.
  • Experience using RSMeans Online for cost estimating.
