THE POSITION:

The Wastewater Treatment Superintendent serves as the Chief Plant Operator for the Laguna Treatment Plant, as required by State regulations, and manages compliance with state discharge regulations. In this capacity, the Wastewater Superintendent plans, coordinates, supervises, and reviews the activities involved in the operation and preventive maintenance of the wastewater treatment plant.

THE IDEAL CANDIDATE:

The ideal candidate will possess:

  • The ability to determine and assist in the implementation of goals, objectives, policies and priorities.
  • Experience investigating and resolving complaints.
  • Experience with diagnostic and optimization analyses of plant performance and drafting reports.

MUST POSSESS STATE OF CALIFORNIA GRADE V WASTEWATER TREATMENT CERTIFICATE TO QUALIFY.

Essential Duties:

  • Establish treatment plant process and performance criteria to ensure compliance with regulatory requirements
  • Direct adjustments to treatment processes as required to adhere to performance criteria
  • Organize, schedule, assign, supervise and coordinate the operation and preventive maintenance of wastewater treatment facilities
  • Assist in the prioritization and coordination of maintenance activities
  • Develop, review and use Standard Operating Procedures and operational reference documents
  • Prepare and administer budget for the wastewater treatment facilities
  • Supervise safety training and enforce OSHA safety regulations
  • Select, supervise, train and evaluate subordinates
  • Ensure direct supervision of Operators-in-Training, in accordance with Wastewater Operator Certification regulations
  • Determine and assist in the implementation of goals, objectives, policies and priorities for the treatment plant
  • Prepare technical reports and perform a variety of operations and calculations to ensure compliance with State requirements
  • Prepare, or assist in the preparation of monthly and annual reports
  • Coordinate procurement contract development with Purchasing for services and supplies necessary for the efficient operation of the wastewater treatment plant
  • Provide technical expertise to, and confer with engineers, contractors, other utilities, and City staff regarding projects and project problems
  • Recommend the purchase of equipment and assist in the development of specifications
  • Receive, investigate and resolve complaints
  • Perform diagnostic and optimization analyses of plant performance and draft regulatory notifications as required
  • Perform related duties as required.

Knowledge of: Operation and maintenance of wastewater treatment plant facilities; control strategies and operating parameters of wastewater treatment processes; operational requirements of plant machinery; relevant federal, state and local laws, regulations, and policies; equipment and material requirements of plant operations; safety regulations associated with wastewater treatment plant operations; principles of supervision, training and performance evaluation.

Ability to: Supervise and participate in the operation of equipment commonly found in wastewater treatment plants; interpret written or pictorial data and other process information; apply processes control concepts to new or existing treatment processes; develop process control parameters; prepare Standard Operating Procedures for operational and reference purposes; prioritize maintenance of plant machinery; prepare technical operational reports for the treatment plants; perform the calculations involved in the operation of a wastewater treatment plant; read design drawings, plans, and construction specifications; supervise, train and evaluate subordinates; communicate goals and directives clearly and concisely, orally and in writing.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient years of increasingly responsible experience in the maintenance and operation of wastewater treatment facilities to demonstrate possession of the above knowledge and abilities, including supervisory experience; Education - High school diploma or equivalent. College level coursework in chemistry, biology, mathematics or a related science is desirable.

License or Certificate: State of California Grade V Wastewater Treatment Certificate; possession of or ability to obtain an appropriate, valid California motor vehicle operator's license.
