MINIMUM QUALIFICATIONS:

*High School diploma or GED and two (2) years of courses in road design and construction, engineering, management, construction, heavy equipment operation or (5) years of related work experience including supervision, or an acceptable combination of education and experience.

* Equivalencies include a Bachelor's degree in construction engineering, civil engineering, or a related field and three (3) years' experience.

*Job requires a thorough knowledge of: State and Federal regulations; operation of heavy equipment; County road conditions, areas and needs; construction and bridge maintenance on both paved and graveled roads; engineering and mechanical principles; management practices.

*Must be able to obtain and maintain a valid Montana commercial driver's license (CDL) and other endorsements as mandated by law and/or policy.

DUTIES AND RESPONSIBILITIES:

* Plan and coordinate the construction and maintenance of county roads, bridges and property, and the maintenance and repair of county vehicles and heavy equipment, plan and design road projects, schedule and monitor maintenance of roadways, equipment, bridges and cattle guards to ensure the department provides services safely, in accordance with laws and policies, and within available resources.

*Manage and oversee department personnel to ensure qualified staffing for operations in compliance with employment regulations and law.

*Conduct inspections of county roads and bridges and when necessary direct employees to respond to emergency situations.

*Oversee construction operations and contract administration to ensure effective program delivery and proper utilization of county resources.

*Ensure employees and outside contractors follow County requirements when performing road and bridge work.

*Administer the department budget established by the County Commissioners to ensure the performance of the assigned areas of responsibility within available resources.

*Monitor revenues and expenditures. Ensure effective and efficient use of budgeted funds, personnel, vehicles, materials, contractors, facilities, and time. *Oversee the implementation of the equipment program including directing the development, deployment, and maintenance of equipment and vehicles for use within the County.

*Direct the administration of environmental, regulatory, and permitting activities in the County to ensure compliance.

*Ensuring documentation and permitting are attained for all projects.

*Monitoring special permits.

*Schedule and monitor gravel usage activities.

*Prepare documentation and procedure and administer bidding process for equipment, fuel, major projects, gravel crushing, and sale of surplus property. *Prepare and monitor grants regarding road and bridge construction and maintenance.

*Perform other duties as assigned including initiating and developing continuing education programs for staff, managing special projects, attending meetings and conferences, providing back up for other staff, participating in training.

*May occasionally operate heavy equipment, plow snow, blade roads, haul gravel and all other materials and equipment.

*Knowledge of general office equipment, including word processing and spreadsheet applications on a computer, GIS and GPS systems.
