This classification performs semi-skilled work functions to operate motorized light- to heavy-weight equipment to maintain and repair town grounds and streets, and to provide solid waste collection services.

ESSENTIAL FUNCTIONS:

The following duties are representative of this position. Other duties may be required and assigned.

  • Maintains streets, sidewalks and right-of-ways; maintains and replaces traffic regulation and warning signs; repairs asphalt streets using the hotbox equipment, as well as cold patching potholes.
  • Collects residential refuse by driving a solid waste vehicle; collects yard waste by driving a grapple loader truck, trash truck, pickup truck or leaf truck; collects downtown trash from street cans, park litter and facility cans; provides "back door" service for elderly and/or physically challenged residents; delivers rollout carts to customers; transports garbage to landfill.
  • Maintains town parks and trails; performs routine maintenance for park facilities, such as picnic shelters, restrooms, playgrounds and fields; provides general lawn maintenance, including herbicide application and mowing grass; maintains stormwater facilities; communicates with park visitors.
  • Performs emergency and/or safety services to address issues related to routine maintenance and weather related incidents; removes dead or diseased trees or those impacted by severe weather events; removes dead animals from public right-of-ways.
  • Performs maintenance on the town clock; installs seasonal and holiday décor; provides special event preparation and staffing, including delivery of garbage and recycling containers, codes and/or barricades, and litter collection to maintain a safe and clean environment; performs set up of equipment and/or furniture for town social functions.
  • Communicates with the public; notifies citizens of routes, policies, and guidelines, and delivers public notices, tags or delivers hand-tags notifying residents of town code violations.
  • Assures a safe work area; flags traffic at work area as needed; follows safety regulations; assists in performing routine servicing and maintenance of equipment used in carrying out assignments; maintains the interior and exterior of town vehicles.
  • Loads and unloads equipment and supplies.
  • Drives or operates trucks, tractors, and other equipment including solid waste collection truck, dump truck, pickup truck, leaf vacuum truck, tractor/tanker truck, bucket truck, weed eater, front-end loader, skid-steer, grapple loader, spreader, asphalt roller, bobcat, backhoe, chainsaws, mowers, snowplow or other equipment as necessary to complete essential functions.
  • Performs other related duties as required.

Education and Experience:

  • Requires a High School Diploma/GED and 6 months of related experience; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.

Licensure, Certification, and Specialized Training:

  • Class B Commercial Driver's License.
  • Within 6 months of hire, must obtain:
    1. Class A Commercial Driver's License
    2. Aerial Lift Truck certification
    3. National Incident Management System Certification levels 100, 700, and 800
    4. NC LTAP Road Scholar and Advanced Road Scholar or equivalent preferred.

    Working Conditions and Physical Requirements:

    • Must be physically able to operate a truck, tractor, and numerous small tools and equipment.
    • Must be able to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects.; must be able to lift and/or carry weights of 10 to 50 pounds.
    • Works in adverse environmental conditions, including exposure to heat/cold, wetness, humidity, dusts, dirt, machinery hazards, vibrations, noise, odors, smoke, electrical currents, and toxic agents.

    Knowledge:

    • Methods, policies, procedures, and activities of the department, including town code, employee handbook, departmental policies and procedures, OSHA regulations and NC DOT standards.
    • Methods, materials, tools and equipment used in drainage construction and maintenance work.
    • Established standards of productivity and quality of work maintained in the performance of the job.
    • Occupational hazards and safety precautions.
    • Standard tools, materials and practices of the trade.
    • Functions and interrelationships of town and other governmental agencies.

    Skills:

    • Oral and written communication skills.
    • Use a variety of heavy equipment, light equipment, and small engine machinery including dump truck, pickup truck, leaf vacuum truck, tractor/tanker truck, bucket truck, weed eater, front-end loader, skid-steer, grapple loader, spreader, asphalt roller, bobcat, backhoe, chainsaws, mowers, snowplow or other equipment as necessary to complete essential functions.
    • Use a variety of word processing, spreadsheet, database, or other system software, such as Microsoft Office365, Utility Cloud, GIS, internet search engines, etc.

    Abilities:

    • Properly and safely operate and maintain equipment, machinery and tools used in maintaining, installing, and repairing assigned areas of the department.
    • Apply common sense understanding and use independent judgment in routine situations.
    • Perform required duties in extreme weather conditions including smoke, dust, heat, cold, wetness, etc.
    • Perform quality work, with requires constant attention to detail.
    • Work with the public in a professional manner and provide information and assistance, representing the town government in a positive light at all times.
    • Perform duties and complete responsibilities under a degree of stress related to meeting tight deadlines; react calmly and quickly in emergencies.
    • Analyze and recognize problems and potential problems and recommend appropriate solutions.
    • Read, interpret, and apply policies, procedure, rules, regulations and other complex materials
    • Exercise considerable tact and courtesy in frequent contacts with the general public, management, and town staff.
    • Work in extreme weather conditions including smoke, dust, heat, cold wetness, etc.
