This is an opportunity to do challenging work on a variety of construction projects that help to protect our environment.

In this role, you will manage diverse construction contracts and oversee all facets of construction project execution. This is a high-impact opportunity to lead major infrastructure improvements that directly contribute to public health and environmental protection. You'll work in a collaborative setting, applying your expertise while gaining exposure to diverse teams and technical systemsall while making a meaningful difference in our community. This is a great opportunity to work on challenging construction projects as the direct liaison between the County and the Contractors, leading Construction Management teams.

This position performs work remotely and onsite.

  • Administer overall implementation phase effort on WTD capital improvement program construction DBB (low bid), work/job order and/or DB/GCCM contracts as Owner Representative.
  • Coordinates and leads teams of matrixed CIP personnel including Operations and Maintenance, engineering, community relations, permitting, environmental, right-of-way/property, project control, administrative support, construction management and design consultant staff.
  • Ensures compliance with plan and specification requirements, manages project elements (i.e., scopes, schedules, budget, risk, communication, etc.), and develops and implements Inspection team QA/QC responses including construction activity coordination, start-up/testing plans and training, acceptance and resolves project issues, as required.
  • Manages construction disputes, change order management process and follows KC WTD standards for documents management control and filing.
  • Leads and coordinates construction closeout and works with team on project closeout phase.
Qualifications You Bring:
  • A bachelor's degree in construction management, engineering or a related technical field OR the equivalent combination of education and experience and five (5) years of construction engineering / management experience, which includes 3 years of field inspection, is required.
  • Relevant minimum experience (2 years) in Construction Management in heavy industrial facilities.
  • Ability to read and interpret engineering drawings and specifications and provide constructive, relevant constructability feedback to project managers, engineers and consultants.
  • Working knowledge of relevant construction laws, ordinances, County policy, and contract terms and conditions.
  • Working knowledge of codes, standard plans and specifications, and quality control methods.
  • Thorough knowledge of current acceptable construction methods, practices, materials and equipment.
  • Demonstrated ability to inspect material and workmanship, to recognize construction deficiencies and omissions requiring corrective action.
  • Experience working with contractors to ensure compliance with contract, job quality, safety, and timeliness requirements.
  • Ability to determine contract entitlement and to negotiate changes in a timely manner.
  • Ability to plan and organize the work of a construction management team (inspectors, project control engineers, administrative assistants, and consultants), ensuring that assigned work is properly conducted.
  • Ability to resolve conflicts within the team and with the contractor.
  • Work with a diverse group of people; culturally, technically, personality, etc.
  • Ability to communicate clearly both orally and in writing.
  • Skill in the use of software for word-processing and data analysis necessary for work products.

It Would Be Great If You Also Bring:
  • Undergraduate degree in related field
  • Construction experience in operational industrial, water, and wastewater treatment facilities.
  • Experience managing large, high profile, and technically and/or contractually complex public works construction contracts.
  • Experience navigating construction claims/litigation.
  • Additional experience in alternative construction delivery methods including progressive design build and/or GCCM.
  • Construction experience in heavy civil construction or in operational wastewater treatment facilities.

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location with onsite reporting requirements typically 3-4 times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites throughout the WTD service area including the East Satellite Office (Brightwater Treatment Plant - 22505 State Route 9 SE, Woodinville, WA 98072) and the North Satellite Office (Jameson Building - 2500 W Jameson St, Seattle, WA). This work arrangement promotes work-life-balance and reduces carbon footprint under the departments vision of Green Where We Work.
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
  • Union Representation: This position is represented by The Technical Employees Association (TEA).
