We are looking for someone to join Team Yuma as a Combination Building Inspector working with the City of Yuma Department of Community Development. The ideal candidate is trained and certified to evaluate multiple facets of building codes and standards for the Building Safety-Administration Division.

Under basic supervision, reviews construction plans and specifications, and inspects complex and large-scale construction projects for compliance with all building, safety, and construction codes and regulations; represents the Community Development Department and assures that City codes and policies are followed and equitably enforced.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Inspects all phases and disciplines of complex and large scale commercial and industrial construction projects to include structural, electrical, plumbing, and mechanical; equitably enforces building and safety codes and regulations; assures that City codes and policies are followed; performs duties within scope of authority and training; duties may vary according to job assignment.
  • Researches construction practices and building products, documents inspection procedures and findings, identifies compliance issues, and updates computer records and case reports.
  • Inspects fire sprinkler, life safety, and emergency systems for compliance to public access building codes.
  • Aids clients on methods to meet code and ordinance requirements; interprets code for construction teams in a variety of building trades for methods of compliance in special circumstances.
  • Exercises independent judgment in the informed interpretation of codes and ordinances.
  • Analyzes technical issues and advises on specialized areas of expertise.
  • Supports the relationship between the City and the public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the Yuma Way, and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
High School Diploma or GED equivalent; four years construction or inspection experience; AND three years Residential Building Inspector experience at City of Yuma; OR an equivalent combination of education, training and experience.

Knowledge of:
  • City policies and procedures.
  • Federal, state, and local building, construction, and safety codes, regulations, and ordinances.
  • Methods and techniques of inspecting buildings, structures, and facilities for technical compliance.
  • Methods, procedures, and techniques for evaluating technical compliance.
  • Principles and practices of building, electrical, mechanical, and plumbing inspections.
  • Occupational hazards and safety precautions in construction areas.
Skill in:
  • Interpreting and applying building and safety standards, regulations, and City codes and policies.
  • Applying technical knowledge of building trades work and using sound inspection methods to determine workmanship, materials quality, and detect deviations from building and safety codes.
  • Reading and interpreting building plans and technical specifications, and checking details, estimates, plans, and specifications of projects.
  • Providing advice and consultation on standard construction methods and requirements.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively orally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Driver's License is required. International Code Council (ICC) Commercial Building Inspector certification is required at time of hire. One ICC Commercial Inspection certification in Plumbing, Electrical, or Mechanical trades is required within one year of employment. Depending on the needs of the City, incumbent may be required to obtain specific additional technical certifications. Note: The City will pay for the first attempt/exam to obtain additional/voluntary Certifications after the required Certifications. Any additional attempt is the responsibility of the employee.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed at building sites; physical dexterity is required to work in confined spaces.
