SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE

This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.

JOB OBJECTIVE: To perform semi-skilled construction and repair of buildings, equipment and structures for the Department of Parks and Recreation; constructs, repairs and maintains metal structures and equipment to include pavilions, cages, fences and other equipment utilizing welding methods and techniques.

ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES

  • Performs semi-skilled construction and repairs of buildings, equipment and structures for the Department of Parks and Recreation; constructs, repairs and maintains metal structures and equipment to include pavilions, cages, fences and other equipment utilizing welding methods and techniques.
  • Operates and maintains machine inert gas (MIG) welding equipment, acetylene (gas) and arc (electric) welding and plasma cutting equipment to fabricate and install new components to remove, repair or replace worn or damaged components of City property in compliance with all applicable procedures.
  • Operates various power tools to include saws, presses, drills, and grinders to fabricate parts needed to repair and build structures and equipment to include signs, fences, handrails, gates, pipe rails for parking lots and security cages over heaters and air conditioners and other special projects designed for park improvements as assigned.
  • Receives and reviews work orders listing repairs, maintenance and installations required; visits work sites and reviews work orders and sketches to estimate the amount of equipment and materials required for each project; maintains records of projects; obtains bids and price quotes for materials; notifies supervisor of materials needed; requisitions and purchases needed materials upon approval of supervisor.
  • Reads blueprints, diagrams, and drawings to appropriately layout assigned welding projects.
  • Cleans and preheats metals, selecting proper welding heat, type and size of electronics electrodes for correct penetration and strength of welded metals.
  • Performs preventive maintenance, service, and minor repair to welding equipment and hand and light power tools; notifies supervisor of parts needed.
  • Provides working supervision to assigned personnel on a project basis.
  • Installs, repairs, and replaces roofing, floor covering, and laminated cabinet covering; prepares surfaces and applies plaster, paint or other protective coverings.
  • Operates power tools to cut and assemble cross ties and similar wooden components for playground equipment.
  • Operates welding equipment to assemble metal components of buildings, park benches and playground equipment.
  • Constructs and anchors forms for concrete work; mixes and pours concrete for projects; smoothes and levels concrete surfaces.
  • Performs masonry work to install and repair brick, rock and block walls.
  • Performs carpentry work to cut, shape, assemble, install, and repair building components, including doors, cabinets, wall finishing, and furniture.
  • Operates light earth moving equipment to load and unload materials.
  • Operates medium-duty dump truck to haul materials and equipment to various work sites.
  • Operates a City pool automobile in the performance of essential job functions.

SUPERVISORY RESPONSIBILITIES: None.

MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS

These knowledge, skills, and abilities are usually, although not always, acquired through two (2) years of semi-skilled building construction experience, or a related area, two (2) years of welding and fabrication experience and one (1) year of lead working experience. Equivalent combinations of education and experience will be considered.

ADDITIONAL REQUIREMENT:

  • Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
  • Must possess certification as a welder through the American Welding Society within six (6) months of employment and maintain certification for the duration of employment in this position.

  • Ability to inspect, service, and maintain welding equipment.
  • Ability to read and interpret blueprints and specifications.
  • Ability to compute the capacity, amount of materials and fixtures needed for welding projects.
  • Ability to perform carpentry work to cut, shape, assemble, install and repair building components.
  • Ability to install, repair, and replace roofing, floor covering and laminated cabinet covering.
  • Ability to apply plaster, paint and other protective coverings.
  • Ability to construct and anchor forms for concrete work.
