Code Compliance Inspector (Building)

This position is responsible for performing skilled inspections and plan reviews to secure compliance with the City's building code and related construction regulations, serving as liaison to the building industry and property owners for the interpretation and utilization of the city's building codes. The two primary functions of this job class are to conduct on-site inspections of residential and commercial construction and to perform residential and commercial plan reviews. Work is performed with considerable technical independence and judgement in seeking compliance with the city building and related codes while under the general supervision of the Building Official.Essential Job Functions:

  • Inspect during construction to ensure compliance with code and approved plans.
  • Assist and advise the public on matters relating to building code requirements.
  • Assist in the processing of permit applications.
  • Review plans for code compliance.
  • Investigate complaints and inspect existing buildings and structures to determine if hazardous or illegal conditions are present.
  • Prepare written reports, issue notices or correct code violations, issue "stop work" notices, and testify in court regarding violations as necessary.
  • Supervise and review the work of other building inspectors.
  • Advise on and interpret building code, related regulations and departmental policies to other inspectors, contractors, engineers, architects and the public.

Knowledge, Skills, and Abilities:

Candidates hired must satisfactorily demonstrate these factors during a prescribed probationary period for continued employment.

  • Ability to effectively communicate, verbally and in writing, with the general public.
  • Ability to read and interpret constructions plans and specifications and to objectively interpret code requirements in a knowledgeable manner.
  • Ability to maintain records and prepare written reports.
  • Technical knowledge of various construction materials, methods and techniques.
  • Knowledge of building design, construction, materials and methods and stages of construction when possible code violations and defects may be easily observed and corrected.
  • Knowledge of construction codes and inspection procedure.
  • Ability to read and interpret plans and specifications.

Applicants should have the following experience and training:

  • High School Diploma or equivalent.
  • Minimum of ten years of experience in design, construction, inspection, or plan review of buildings.
  • ICC certification as Commercial and Residential Building Inspector (B1+B2) within six months from the date of employment.
  • ICC certification as Residential Plans Examiner (R3) within one year from the date of employment.
  • ICC certification as Building Plans Examiner (B3) within two years from the date of employment.
  • Maintain ICC certifications with Continuing Education (CEU's).
  • Possess and maintain a valid State of Alaska driver's license throughout the duration of employment.

Work is performed indoors in an office environment and on-site in the field on a regular basis. When work is performed outdoors there is full exposure to the elements.

Individuals in this job class must be able to meet the physical requirements of the position and have mobility, balance, coordination, vision, hearing, and dexterity levels appropriate to the duties to be performed, including: Use of a computer, keyboard, and related equipment, data recording equipment, basic hand tools.

The operation of a motor vehicle on City business.

Sitting, standing, walking, reaching, bending, grasping, and lifting. Kneeling, crouching, twisting, climbing stairs, ladders, and inclines, crawling in confined spaces, walking on roofs of single and multi-story structures, and scaffolding and walking on slippery / uneven slopes and surfaces.

Exposure to extreme noise, damp conditions, construction fumes, solvents, chemicals, dust, soil, electrical hazards, and vehicular traffic.
