Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking a highly qualified Construction Manager to serve as the on-site lead and expert for a complex overseas construction effort. The successful candidate will support the Project Director (PD) and coordinate with the broader OBO team to ensure quality assurance, contract compliance, and successful project execution.

This role supports the Compound Security Upgrade (CSU) and MCAC Replacement Project for the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO) in Warsaw, Poland. The Construction Manager will play a vital role in overseeing all phases of construction, ensuring delivery to U.S. standards in terms of safety, quality, cost, and schedule.

Key responsibilities:

  • Provide on-site leadership and coordination for all construction activities.
  • Monitor contractor compliance with U.S. safety standards (EM 385-1-1, OSHA) and host country regulations.
  • Ensure project schedules, budgets, and scopes are achieved without compromising quality.
  • Lead construction quality assurance and supervise field/lab tests as needed.
  • Review contractor submittals, shop drawings, RFIs, and pay applications.
  • Prepare Daily Logs, Monthly Progress Reports, and maintain construction documentation.
  • Evaluate contractor change proposals and develop IGEs for modifications.
  • Support contract administration, claims negotiation, and resolution of field issues.
  • Ensure accurate as-built documentation and supervise photo documentation and reporting.
  • Represent OBO in stakeholder meetings and ensure contractor communication aligns with contractual authority.
  • Assist with property inventory, reporting, and compliance with FAM and OBO guidelines.
  • Support project closeout and delivery, coordinating local labor and A/E firms as needed.

Qualifications to be successful in the role: ·

  • Degree in Construction Management, Civil Engineering or Architecture from an accredited U.S. university.
  • Certified Construction Manager (CCM), Registered Architect (RA), or Licensed Professional Engineer (PE) is preferred.
  • Minimum 7 years of experience on construction projects of similar scope and value (design office experience not counted).
  • Overseas construction experience is strongly preferred.
  • Must hold at minimum a Final Secret Clearance, with ability to obtain Top Secret clearance.
  • Strong knowledge of International Building Codes, construction safety standards (e.g., EM 385-1-1, OSHA).
  • Demonstrated experience with contractor submittals, RFI responses, engineering evaluations, and government estimates.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) for reporting and communication
