This position is a member of our Water Supply Division.
HERES WHAT YOULL BE DOING
Provide guidance and support on highly complex contracts and special projects for the Water Supply Division of the Texas Commission on Environmental Quality (TCEQ).
Oversee, manage and participate in the administration, development, and management of assigned contracts. Promote effective use of state and federal resources. Review contract deliverables and invoices. Evaluate compliance and monitor contractor performance with state and federal rules, regulations, contract or grant documents. Lead or participate in contract-related quality assurance and control activities, internal and external audits, and risk assessments. Monitor overall contractor performance to ensure contractual deadlines are met and deliverables are on schedule. Complete other types of purchases for the Division.
Serve as the Divisions contractual representative for assigned procurement projects. Coordinate, plan, initiate, and execute procurements at various levels of completion. Monitor the progress and schedule of procurements. Communicate with end users, stakeholders, management, and other parties. Provide guidance and direction to assigned procurement teams to ensure end user goals and objectives are met. Identify potential risks and difficulties in the procurement and design strategies to mitigate or avoid them.
Work with the Grant Manager and Division Budget Liaison to determine funding sources for Division contractual activities. Provide technical consultation on contract items and assist with budget requests. Assist with the development, management, and monitoring of the divisions contract budget. Review contract expenditure data and make projections to ensure funds are used appropriately.
Develop and maintain guidance documents, standard operating procedures (SOPs), and training materials for contract processes. Interpret data to identify problems and areas needing contractual changes. Assist in developing strategies for new procurements, contractual controls, or business processes. Conduct training on contract processes, review these processes for effectiveness, and identify issues impacting efficiency. Evaluate Division functions to determine the need for additional contracts and make recommendations to management. Perform special projects.
Qualifications: KEY QUALIFICATIONS
Current Certification with the State of Texas as a Certified Texas Contract Manager andor Certified Texas Contract Developer.
Experience coordinating, developing, procuring, negotiating, andor managing contracts working for a State Agency/University, or similar state subdivision andor TCEQ.
Experience using CAPPS Financial as a requisitioner or similar position for purchases or contracts.
Experience managing or leading projects.
Experience gathering and documenting business requirements for projects andor procurements.
Experience using Microsoft Excel.
A bachelor's degree or other degree from an accredited college or university, with a major in natural or physical science, engineering, environmental studies, or related field.
REQUIRED EDUCATION EXPERIENCE
Graduation from an accredited four-year college or university plus one year of ull-time experience in contracting or purchasing.
OR
Five years of full-time experience in contracting or purchasing.
Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Water Supply Division.
