Capital Planning and Facilities (CPF) works to ensure that IU campuses are beautiful, functional, and sustainable while supporting excellence in teaching, learning, research, and community engagement across the entire university. Capital Projects (formerly named the University Architect's Office) provides architectural, interior design, construction management, engineering, and quality assurance and safety services for capital projects on all Indiana University campuses. Capital Projects staff oversees the creation or modification of any physical facility on any IU campus - whether it's a building, space within buildings, or campus grounds.
Capital Projects staff strive to create a physical environment that enriches teaching, learning, and research activity at IU - all with an eye toward ensuring that campus facilities are sustainable for the future aligned with campus master plans. Our staff oversee the work of external consultants (architects and engineers) and construction contractors hired for major IU projects, act as the university's representatives and project managers, and work with our university partners to ensure systemwide standards are being met.
Job Summary
Department Specific Responsibilities
Serves as dedicated point of contact for regional campuses on all capital projects.
Responsible for managing the design and/or construction process of capital improvement projects on 5 regional campuses, assuring projects are designed in compliance with university, state, and federal standards and completed on schedule, within budget, and in compliance with contractually defined scope and quality standards. Projects can be high profile and may have difficult features such as demanding schedules, fixed budgets, or difficult locations, and have a significant impact on operations.
Develops project programs and manages and supervises the design and construction process of a group of projects.
Manages selection of and work and performance of design professionals, contractors, and other third parties associated with projects.
Manages contract development and execution, design errors/design omissions, change orders and claims, etc. Reviews design for code compliance and compliance with current campus design standards/guidelines and industry best practices.
Recommends updates to campus design standards/guidelines.
Reviews bids received analyzes any bid irregularities and recommends contract awards to administration.
Resolves issues related to assigned projects and serves as a liaison between departmental staff and administration.
Meets with customers to assess needs and expectations and monitors the performance of the project team. Responsible for the project decision-making process and ensuring project team members, associated campus partners and customers are aware of any changes.
Leads thorough and effective project coordination among internal and external participants for the entire project duration.
Reviews and recommends budgets and funding alignment while attaining quality-driven, functional, and aesthetically pleasing project results within the approved project budget.
Manages complex budgets and contracts that are funded by multiple sources, including an appropriate contingency.
Manages and provides expert advice for the development and management of project schedules throughout the project lifecycle assuring desired project completion dates are met.
Provides expert advice to leadership on the formulation of project schedules. Determines needs of the project team to ensure completion of all project tasks. Manages schedules actively and accurately during projects to enforce contract requirements.
Provides technical support and guidance to other project managers.
General Responsibilities
Coordinates the development of new construction and renovation projects. Recommends the services of private architectural, engineering, and consulting firms. Reviews and makes recommendations regarding project budgets, cost estimates, and fee proposals of private firms. Monitors the production of construction documents to include blueprints and specifications. Monitors the construction of projects to assure that materials, methods, and workmanship comply with contract documents.
Assigns projects, establishes priorities and schedules for all projects on assigned campus. Establishes communication methods and monitors to ensure that projects are progressing on schedule and there is good communication with departments.
Provides professional guidance to all faculty and staff on assigned campus requiring architectural design. Consults with clients to determine needs and provide architectural guidance.
Serves as liaison between the university architect's office, contract architects, university officials, and user groups relative to the construction and renovation of university facilities.
Designs and monitors the development of contract documents and architectural standards.
Qualifications
EDUCATION
Required
Bachelor's degree in Architecture
Preferred
Master's degree in Architecture
WORK EXPERIENCE
Required
8 years practicing architect, preferably in design construction/renovation fields, including management experience required
LICENSES AND CERTIFICATES
Required
Licensed Architect within the State of Indiana Upon Date of Hire
SKILLS

Demonstrates experience and advanced skills in project management/project communication
Demonstrates experience and advanced skills in architectural design and design critique
Excellent verbal and written communication skills

This role requires both sedentary work and the ability to move about, sometimes quickly, for long periods of time. It requires moving heavy objects, providing support for heavy objects, and performing strenuous labor under adverse field conditions. The ability to use tools, operate machinery, and to complete construction projects with precision and accuracy is required. The person in this role must be able to perform the essential tasks with or without an accommodation.
This position required the ability to travel to regional campuses.
