Senior Zoning Plans Examiner (Non-Competitive)

In addition to performing the general duties performed by a Zoning Plans Examiner, this employee performs a variety of administrative tasks involving the management of a division or section of a city department. Responsibilities include managing, reviewing and assigning, reviewers for various Zoning Review Programs. The employee ensures compliance with divisional and departmental policies and procedures, initiating direction for all activities within the division or section, and supervising and monitoring the activities of subordinate personnel. Performs related duties as required.

Knowledge of:
Principles and practices of surveying, drafting, architecture, civil engineering and landscape architecture. Principles and practices of municipal zoning, urban planning and Historic Conservation.
Pertinent local, state, and federal codes, laws, and regulations related to development. Computer resources to obtain and analyze information in various output formats.
Appropriate city, state, and federal laws, regulations, and procedures.
Intergovernmental relationships, responsibilities, and funding authorities. Legislative and administrative policies, procedures, and functions of municipal government.
Administrative and management principles regarding program evaluation, staffing requirements, tables of organization, and administrative analyses.
Budget methods for municipal government and for programs funded with monies from the federal government.
Principles of supervision and staffing. Principles of customer service.

Skill to:

Examples of Work Performed: (Illustrative only. Any one position within this classification may not include all of the duties listed nor do the listed examples include all of the tasks which may be performed.)

Performs duties of the lower-level classifications within the Zoning series.
Interprets zoning codes to determine applicability to zoning issues and cases.
Perform and supervise duties related to the enforcement of city codes and ordinances, site development review, and other related zoning and development standards. Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned activities.
Supervise and coordinate the review of plans and applications for compliance with the Zoning Code; train inspection staff in the techniques of consistent zone enforcement, including documentation of field observations and research of local zoning history.
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures; provide technical advice to Director; attend meetings as assigned. Serve as liaison for and advisor to other agencies relating to housing, planning, economic development and other zoning-related matters.
Prepares or directs the preparation of reports, recommendations, and presentations to the department/division Director, City Manager, City Council, other City departments, and the general public.
Tracks progress of projects and ensures timely progress; communicates measurable and time-sensitive directives to appropriate staff to solve problems. Assists in Division Quality Control and performance review metrics.
Ensures compliance with divisional/departmental policies; monitors compliance with the requirements of programs or projects; ensures accuracy of audit information. Develops constructive and cooperative working relationships with others and maintains them over time.
Attends workshops, meetings and conferences as a representative of the division/department or the City.
Conducts a variety of professional level analytical and technical activities related to the assigned functions.

Each applicant must have a Bachelor's degree from an accredited college or university in the following course areas: city/urban planning, geography, architecture, landscape architecture, historic preservation, engineering or public administration and four years of paid work experience in the areas of engineering, architecture, zoning, or planning.

Relevant experience may be substituted for the educational requirement and vice versa.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.
Must be able to work irregular hours, irregular workweek and/or weekends.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Environmental Conditions:
Indoor office environment; some outdoor site visits; exposure to computer screens.

Physical Conditions:
Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light to moderate lifting; general manual dexterity required; ability to distinguish colors required; must be able to operate vehicle.
