Job Purposes:

This position is responsible for the State Capital and Locally Funded plant fund projects for the university. The Construction Accountant ensures financial compliance and reporting for capital construction projects, aligning university project data with State of Ohio financial systems, while coordinating bid processes, payments, and accounting for timely and accurate capital asset management.

Required Qualifications:

Bachelor's degree in accounting, finance or closely related field with a minimum of one year of relevant work experience in accounting or finance.
OR Associate's degree and 7 years of accounting/finance experience.
OR 10 or more years accounting/finance experience in lieu of degree

Preferred Qualifications:

  • Bachelor's degree with 5+ years of accounting/finance work experience
  • Experience with OAKS, the State of Ohio's ERP system.
  • Experience with Banner, the university's ERP system.
  • Knowledge of public capital project financial tracking, state regulations, and construction procurement processes.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work effectively with a wide range of constituencies in a diverse community.
  • Proven ability to prioritize multiple complex tasks in a deadline-driven, high-pressure environment.
  • Strong analytical and critical thinking skills.
  • High-level proficiency in Microsoft Excel, including use of data analysis tools.

Essential Functions and percent of time:

50% Manage financial oversight of capital construction projects, including initiating and reconciling project budgets in the university and state ERP systems (Banner and OAKS ), ensuring consistency and accuracy. 5% Coordinate submission of public bid notices for project designers and contractors. Ensures compliance with legal and university guidelines for procurement. 10% Prepare and submit Controlling Board requests. Monitors the Controlling Board calendar to ensure timely and complete submissions that meet the standards of the reviewing state representatives. 20% Process and monitor contractor payment requests. Communicates directly with vendors to ensure accurate and timely documentation to meet university and state standards. 5% Understand monthly and annual accounting entries related to construction projects. As well as project expenses reviewed annually to determine proper capitalization of assets. 5% Respond to requests from external auditors and provides detailed financial records and reconciliations for capital projects. 5% Manage initial funding setup of projects to ensure full and accurate funding is identified prior to incurring expenses. Tracks budget transfers and maintains documentation.
