Definition

Definition: Under general supervision of the Roads Maintenance Supervisor, supervises the maintenance and repair of hardscape, landscape and irrigation facilities, as well as the weed management program, within public rights-of-way and roadways. Administers, coordinates, and participates in all aspects of roadside landscape maintenance. Performs plan review, inspection, and supervision for various roadside landscaping construction/maintenance projects. Reviews and assists in policy development and administrative planning on matters pertaining to roadside landscaping. This job class is treated as FLSA exempt.

Examples of Tasks

  • Supervises, oversees and performs maintenance of roadside hardscape (sidewalks, walls, decorative pavement, benches, etc.), landscape and weed management within the Community including the day-to-day work activities of the roadside landscape maintenance staff and contractors. Effectively communicates, coordinates and schedules maintenance activities with team members and stakeholders. Ensures that all required reviews, permits, and necessary clearances are obtained. Organizes labor, material, and equipment. Orders and maintains sufficient levels of materials and equipment necessary for the successful completion of maintenance activities.
  • Develops and implements work zone traffic control in accordance with the Manual of Uniform Traffic Control Devices (MUTCD) to ensure worker safety. Participates in the development and review of traffic control plans related to roadside landscape and hardscape maintenance.
  • Plans, schedules, prioritizes, assigns, and reviews the work of landscape maintenance staff. Responds to staff questions concerning assignments and assists in performing job-related tasks as necessary. Evaluates employees' work performance and performs timely performance appraisals. Monitors and recognizes staff effectiveness and achievements as well as corrects deficiencies in performance. Ensures internal and external processes are followed to maximize efficiency and ensure safety of all workers.
  • Provides leadership, training, and certifies workers on requirements of the positions including the procedures, techniques, proper use, safety and hazards associated with chemicals, equipment, materials and vehicular traffic associated with roadside landscape maintenance activities. Supervises, oversees and performs the application of herbicides. Monitors and enforces safety regulations in accordance with SRPMIC policies, procedures, and the Public Works Workplace Safety Standards. Coordinates and conducts staff meetings with field staff to aid in reducing work-related accidents.
  • Monitors Department work order system to evaluate, assign, complete, and closeout assigned work orders. Coordinates with other Sections to assist with work orders as needed.
  • Maintains an annual maintenance program and conducts regular condition assessments to help ensure the timely maintenance and repair of roadside hardscape, landscape and irrigation facilities. Provides recommendations, budgets and reports to support program objectives.
  • Assists in budget development and administration of funds for roadside landscape maintenance activities. Monitors, tracks and accounts for all budgetary expenditures associated with roadside landscape maintenance activities.
  • Reviews plans for new improvements that will become the responsibility of the roadside landscape maintenance crew. Inspects work for compliance with industry standard practices, project plans and specifications. Attends walk through and prepares punch lists prior to final acceptance of new improvements. Coordinates warranty work as needed.
  • Assist with the hiring of assigned staff and provide recommendations on disciplinary action as needed. Advises the Roads Manager on personnel, career progression and continuing education needs of assigned staff.
  • Performs other job-related duties as assigned to maintain and enhance departmental operations.

  • Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of federal, state, and local laws and regulations pertaining to weed control and landscaping within a right-of-way.
  • Knowledge of traffic control principles within public rights-of-way.
  • Knowledge of maintenance principles, concepts, methods, techniques, and practices for various types of roadside hardscape, landscape, and irrigation facilities.
  • Knowledge of native plants on SRPMIC and proper practices for their care.
  • Knowledge of preparations of cost estimates and schedules for roadside landscape maintenance activities.
  • Knowledge of principles and practices of supervision and personnel administration.
  • Knowledge of budgetary requirements for developing and maintaining budgets.
  • Knowledge of applicable safety practices and requirements.
  • Skill in the use of small hand tools and equipment required for the job.
  • Skill in supervising, training, and evaluating subordinate staff.
  • Skill in planning and assigning the work of subordinate staff to ensure projects are completed in accordance with established standards, guidelines, and time frames.
  • Skill in preparing reports of project costs, including estimates of materials, supplies, and labor.

Minimum Qualifications

Education & Experience: Graduation from high school or GED and a minimum of four (4) years full-time work experience in the maintenance and repair of roadside hardscape, landscape and irrigation facilities, or a closely related field and one (1) year of related supervisory experience. Must possess a Certified Applicator License by passing the Core and Right-Of-Way category-specific examinations through the Arizona Department of Agriculture, Pest Management Division and be certified as a Traffic Control Technician within six (6) months of the date of hire. An Associate's degree will substitute for 2 years of experience.

Equivalency: Any equivalent combination of training and experience that would enable the candidate to satisfactorily perform and meet the duties and responsibilities required may be considered in meeting the stated minimum qualifications.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Insurability:Must possess and maintain a valid Arizona Driver's License and meet the SRPMIC insurance standards.

Special Requirements

Requires working after hours, weekends, and holidays as needed.
