General Job Description

Under limited supervision, the Supervisor II- Fuel Station is responsible for supervising and managing various tasks related directly and indirectly to above ground fuel tank and associated facilities. Maintains fuel truck and fuel station in accordance with all applicable regulations and requirements. Must be able to assist in daily operation and extended operation of the fuel facility when needed. Must be able to develop and maintain good rapport with all agency members and promote teamwork. Must possess ability to perform under stress, long durations, and conflict when confronted with emergency situations or tight deadlines. Exercises responsibility for customer relations, personnel management, Public Works support of emergency and disaster response, and assisting in the planning and development of long-range goals for the department. Assists with miscellaneous tasks as directed by the Director of Public Works. Reports to the Asset and Logistics Manager.

Duties for this Position

  • ESSENTIAL DUTIES & RESPONSIBILITIES:
  • Oversees the daily fuel operation and updates as required.
  • Monitor gas and diesel fuel quantities.
  • Estimates required fuel to maintain required fuel inventory and orders fuel as required to meet fuel station demand.
  • Mentor all fueling personnel.
  • Maintain daily and weekly inspection forms.
  • Keep proper records of fuel and fluid usage.
  • Manage fuel management software and create standardized reports for fuel reimbursements.
  • Knowledge, understanding, and application of safety practices related to this position.
  • Knowledge and understanding of proper handling of hazardous materials relating to this position.
  • Ensure accurate fueling records are documented and maintained.
  • Completion of all paperwork and records in an accurate and timely manner.
  • Operate various pieces of heavy equipment.
  • Knowledge and understanding of HAZ-MAT, EPA, OSHA, other related regulations.
  • Performs routine preventative maintenance on fuel station equipment as required.
  • Implement requirements of Spill Prevention, Control and Countermeasure Plan (SPCC) Program.
  • Responsible for the proper maintenance and use of assigned equipment.
  • Report maintenance/repair needs to Logistics and Asset Manager.
  • Receives, reviews, prepares and/or submits various records and reports, including but not limited to, routine reports, technical analyses, requisitions, budgetary documents, financial statements, accident reports, job applications, cost estimates, invoices, specifications, memos, correspondence, etc.
  • Required to have flexible availability for the support of after-hours fueling.
  • This position may require working at night and/or weekends.
  • Operate a variety of equipment including vehicle, two-way radio, copier, computer, calculator, and telephone.
  • Performs other related duties as required or assigned.
  • KNOWLEDGE & ABILITIES:
  • Knowledge of fuel system operations, including fuel dispensing systems, fuel storage regulations, and preventative maintenance protocols.
  • Ability to supervise staff effectively, providing guidance, training, and performance oversight in a high-demand environment.
  • Strong understanding of safety procedures and regulatory compliance related to hazardous materials (HAZMAT), OSHA, EPA, and SPCC requirements.
  • Skilled in recordkeeping and data management, including fuel tracking, reporting through fuel management software, and budget-related documentation.
  • Ability to operate heavy equipment and perform minor maintenance.
  • Strong communication and interpersonal skills, capable of working with internal departments, vendors, and emergency response teams.
  • Ability to manage multiple priorities under pressure, particularly during emergency or disaster response events.
  • Proficient in using standard office technology and fuel management systems.

Position Minimum Requirements

  • QUALIFICATIONS:
  • Requires high school diploma with three (3) to five (5) years of experience in heavy equipment operation or related field; or any equivalent combination of education and experience which provides the required skills, knowledge, and abilities.
  • Must possess knowledge of fuel truck and fuel station equipment and hardware.
  • Must be knowledgeable and understanding of vehicle and equipment fueling with both gas and diesel fuel.
  • CERTIFICATES, LICENSES, REGISTRATIONS:
  • Must possess a valid driver's license.
  • Class A Commercial Driver's License (CDL), with a tanker and Hazardous Material endorsement required.
