Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County.
Our services include spurring community investment through the provision of home-buying programs, partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building.
Sr. Project Coordinator Overview:
The Sr. Project Coordinator provides construction oversight and code inspections of single-family homes in HCD's Housing Programs for compliance with federal, state, and county guidelines, procedures, and regulations of housing through the Community Development Block Grant, Home Investment Partnerships and Disaster Recovery - Project Recovery Programs. This role ensures that all construction projects conform to building codes, ordinances, and approved plans and that the program is administered in accordance with guidelines and departmental policies
The U.S. Department of Housing and Urban Development and Texas General Land Office provides funding for the program, which is administered in accordance with guidelines and department policies.
Duties & Responsibilities:
Coordinates projects under construction, makes regular site visits to ongoing projects, inspects for potential construction deficiencies, contract compliance, safety violations and construction scheduling.
Routinely communicates with contractors and homeowners on status of construction activities and provide troubleshooting as necessary to keep projects on schedule.
Prepares and/or assists in preparing bid documents, change orders and pay applications.
Reports on deficiencies, recommends appropriate actions and coordinates with contractors and other county agencies.
Provides advanced technical, construction management, and administrative skills related to rehabilitation, reconstruction and new construction programs.
Other duties as assigned.

Requirements
Education:
- Bachelor's degree in architecture, construction management, or related field
Experience:
Five (5) years' experience in home rehabilitation and new construction inspections
Considerable experience reading residential construction drawings
Experience ensuring compliance with Section 504 handicap accessibility requirements
Licensure:
- Valid driver's license (Texas upon hire)
Knowledge, Skills and Abilities:
Knowledge of cost estimating program - Xactimate
Knowledge of building and housing codes

Work Environment:
This job operates in a professional office environment and construction sites.
This job routinely uses standard office equipment such as computers, phones, photocopiers and filing cabinets.
Work involves the normal risks or discomforts associated with an office environment, and those associated with the on-site inspection of buildings, construction sites, etc.
The employee may be exposed to hazardous conditions and weather extremes.
Physical Demands:
This job is mainly outdoors and requires mobility to visit construction sites and perform inspections.
Employees must be able to lift, carry, and climb ladders, stoop, kneel, stand for long periods and walk to/from construction sites.
Employment may be contingent on passing a drug screen and meeting other standards.
