JOB SUMMARY:

Under direction, is responsible for performing professional engineering tasks associated with multiple engineering functions. Ensures conformance to design specifications and safety standards. Provides technical advice to appropriate personnel regarding design, construction or program modifications or structural repairs. Manages and directs the construction, operations and maintenance activities of project site. Performs related duties as assigned.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Performs engineering calculations for various projects.

Participates in meetings with other governmental agencies, utility representatives, local offices, and interested residents to work out details of schedule, inspections, utility conflicts and other potential problems.

Prepares and maintains periodic pay estimates and required documentation for work performed.

Researches, recommends, and implements solutions to various engineering project obstacles or issues.

Works closely in conjunction with other Department of Roads divisions such as Maintenance and Right of Way.

Works mandatory overtime as directed, including weekends and holidays.

ENGINEERING DIVISION:

Inspects project sites to monitor progress, ensure conformance to design specification and safety standards.

Provides technical advice to appropriate personnel regarding design, construction or program modifications or structural repairs.

Manages and directs the construction, operations and maintenance activities of project site.

Supervises survey and inspection crews to ensure proper quality assurance, and quality control of materials and methods in compliance with drawings and specifications.

Maintains liaison with other Department of Roads divisions regarding interpretation, implementation, and possible changes to a project.

Permits and Local Road Division:

Performs site plan reviews for commercial and utility construction permits.

Reviews engineering plans to determine how construction will impact the road and right-of-way.

Reviews engineering cost estimates for subdivisions and local road projects.

Reviews subgrade and subbase certifications.

Reviews consultant's subdivision and local road plans, designs, specifications and quantities for compliance with Department of Road's standards.

Attends meetings and seminars for the latest developments and techniques in design, construction and management.

Traffic Division:

Actively reviews police reports, crash data, traffic volume and other data and provides analysis, reporting, and scoping for safety projects.

Leads the effort for filling out applications for annual Federal safety funds.

Performs before and after safety studies for safety projects and other projects.

Participates in regional and statewide collaboration of traffic safety groups and committees.

Audits construction projects during and after for safety to motorist and pedestrians.

Performs safety analysis and reviews for federally funded roadway and maintenance projects to see if any safety improvements could be made other that what is in the scope of the project.

Performs construction project management for safety projects and traffic signal projects.

Assists with design of safety and traffic signal projects, including signals, signs, pavement marking, construction staging, and guardrails.

Performs warrant analysis for traffic control devices and guardrails.

Reviews of traffic impact studies.

Prepares traffic reports, and traffic signal warrant studies, designs, and performs other related services.

Display proficiency in Microstation, Synchro, and Microsoft Word, Excel, and PowerPoint software.

Ability to analyze complex traffic signal operations including detection, left turn phasing, and pedestrian operations for performing reviews and making recommendations.

Ability to analyze traffic signal operations between closely spaced signal and interrelated signals.

QUALIFICATIONS (Education and Experience):

REQUIRED:

  • Bachelor's Degree in Civil Engineering from an accredited college or university

  • Three (3) years of engineering experience

  • Possession of a valid Michigan driver's license and an operable insured automobile for authorized travel

PREFERRED:

  • Registered Professional Engineer in the State of Michigan certification

  • Master's Degree in Civil Engineering from an accredited college or university

  • Five (5) years of engineering experience

  • Construction methods and materials used within these projects

  • Manual on Uniform Traffic Control Devices (MUTCD) and current Michigan Department of Transportation traffic standards

  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships

  • Performing a variety of duties, often changing from one task to another of a different nature
