The purpose of this position is to provide technical engineering design and review for plans, specifications and contract documents for City engineering projects, serve as project manager for capital improvement projects, and provide technical engineering assistance to other City Departments.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
+ Designs, reviews, and prepares plans, cost estimates, specifications and contract documents for capital improvement projects.
+ Performs document and plan review of public infrastructure projects being completed in connection with private development projects and assures compliance with City codes and standards.
+ Serves as project manager and/or inspector for contracted studies, design, and construction of capital improvement projects by managing projects' contracts, scopes, schedules, budgets, quality, permitting, communications, and risks.
+ Procures design and engineering services with consultants through a qualifications based selection process.
+ Reviews, investigates, issues City engineering permits and responds to various citizen reports, concerns, problems, and questions related to infrastructure planning and design.
+ Coordinates field topographic and boundary surveys to establish horizontal and vertical controls and gathers data necessary to design improvement projects.
+ Reviews legal documents as necessary in relation to property acquisition negotiations and condemnations.
+ Assists other Departments and Divisions as necessary regarding technical engineering practices.
+ Assists with completing applications for outside federal, state, and/or county funding opportunities.
+ Performs various civil engineering calculations, analyses, studies and long range planning for transportation, traffic, storm water, potable water, and waste water infrastructure.
+ Uses various design software and computer modeling programs for calculations and analysis related to open channels, storm sewers, water distribution, and sanitary sewer collection.
+ Analyzes traffic accidents, counts, and other data to recommend actions to improve traffic flow, signal operations and reduce hazards according to current AASHTO, MUTCD and other engineering criteria.
+ Performs all job duties in compliance with the City of St. Charles Engineering Department's Project Management Manual (PMM).
Minimum Training and Experience Required
+ Bachelor's degree in Civil Engineering
+ Registered Professional Engineer with ability to obtain Missouri registration within one year
+ Four years' experience in civil engineering, public works inspection, project management and design experience.
+ Two years' experience utilizing AutoCAD Civil 3D or Bentley Open Roads software for design of engineering projects is preferred
+ Ability to effectively communicate orally and in writing with elected officials, various City Department Directors, City staff, design professionals, business representatives, and the general public
+ Ability to effectively coordinate and manage multiple project priorities, schedules, budgets, and performance standards
+ Ability to research and apply engineering specifications and standards to the technical review and execution of engineering projects
+ Ability to collect and analyze traffic volume data
+ Proficient use of standard Microsoft Office software (MS Word, Excel, PowerPoint, etc.) and project management software
+ Experience with specialized traffic engineering software (e.g. SYNCHRO, VISSIM, MOBILE, etc.), water and sewer modeling software (e.g. HEC-RAS, WaterGEMS, SewerGEMS, XP-SWMM, etc.) and asset management software for analysis and design of engineering projects is preferred.
+ Valid motor vehicle operator's license required.
+ Any combination of education and experience that provides equivalent knowledge, skills, registrations and abilities.
Work Environment
+ Generally works in safe and comfortable conditions, with the possibility of being exposed to construction and natural site environmental factors such as temperature variations or extremes, odors, toxic agents, noise, wetness, machinery, electrical currents and/or dust.
+ Travel between locations of varying environments is required with a frequent need to individually traverse upon construction and/or natural sites.
