Performs technical and complex civil engineering work not requiring formal registration as a professional engineer. Primary responsibilities include design and review of utility projects. The work includes the detailed design of underground utility lines, sanitary sewers, potable water lines, site improvements, pump stations and water storage tank sites. Significant elements of the work include: reviewing plans and working with Developers on new projects, completing permit applications, accessing GIS for utility analysis, processing tap requests, and construction inspection. Work is performed under the direction of the County Engineer.
Ability to evaluate, audit, deduce, and/or assess data using established criteria, includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives
Ability to apply principals of persuasion and/or influence
Ability to utilize a wide variety of reference, descriptive, advisory, and/or design data and information
Ability to perform basic math, may include ability to calculate decimals and percentages
Algebraic and geometric principles and formulas
Ability to apply principals of rational systems, to interpret instructions furnished in written, oral diagrammatic, or schedule form and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives
Ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of information against measurable or verifiable criteria
Ability to establish and maintain effective working relationships with associates and the general public
High School Diploma or equivalent from an appropriately accredited institution and five (5) years of experience as an Engineering Aide or Engineering Technician OR
Associate Degree in Civil Engineering Technology from an appropriately accredited institution
AND
Must be proficient in AutoCAD
Must possess and maintain a valid North Carolina drivers license.

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, pushing, pulling, lifting, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to adverse environmental conditions such as dust, wetness humidity, temperature extremes, machinery, electrical currents, traffic hazards, confined spaces, toxic agents, disease, or pathogenic substances.
