POSITION SUMMARY:

Overall responsible for staffing, supervising, planning, organizing the operations and maintenance for two wastewater treatment plants and numerous lift stations. Develops standard operating procedures, sets departmental policies, plans and administers the activities of the division. Responsible to lead team members in setting objectives and assuring that these objectives are met. Objectives include, but are not limited to, developing a high-performance team, maintaining compliance with regulations, implementing safety, infrastructure sustainability, meeting fiscal budgets, keeping apprised of newly proposed regulations and being proactive on researching new technologies to meet more stringent standards. Superintendent will accomplish these objectives by leading, guiding, coaching and holding team members responsible. The employee performs related work as required.

ESSENTIAL JOB FUNCTIONS :

  • Monitors, directs and controls operations and maintenance to meet discharge permit requirements, including setting operational targets, reviewing work of others, aiding in the scheduling of maintenance and making control decisions.
  • Provides administrative and technical direction to wastewater personnel; develops operational policy and standards.
  • Coordinates the selection, orientation, training and, evaluation for wastewater personnel; provides or coordinates on-the-job and formal training in processes, regulations and safety procedures; identifies and resolves staff deficiencies and carries out disciplinary procedures as required.
  • Develops and implements special projects, operational change and new programs to improve operational efficiency and/or effectiveness to meet regulatory changes or to utilize technological advancements.
  • Participates in the development of the division budget; assists in the forecast of necessary funds for staffing, materials and supplies; coordinates purchases, maintains inventory of necessary equipment and supplies.
  • Provides technical oversight for operations, reviews and evaluates wastewater efficiency, effectiveness and compliance with wastewater state and federal regulations.
  • Prepares narrative and statistical reports as well as violation statements and technical reports to regulatory agencies; coordinates with representatives of regulatory agencies on technical issues related to facilities operations.
KNOWLEDGE OF:
  • Considerable knowledge of wastewater treatment plant principles, operations and equipment.
  • Considerable knowledge of biology and mathematics.
  • Good knowledge of the water quality laws, wastewater permitting and regulations governing the design and operations of a wastewater treatment facility.
  • Good knowledge of principles and practices of employee supervision and training.
  • Good knowledge of basic purchasing practices, budgeting and planning.
ABILITY TO:
  • Ability to apply appropriate engineering principles to ensure compliance with wastewater standards and specifications.
  • Ability to read, review and interpret engineering reports, bid plans for system improvements and provide comments to consultants.
  • Ability to research, understand, interpret, explain and comply with regulations governing wastewater operations.
  • Ability to troubleshoot difficulties and direct correct5ive action to the operation and determine appropriate course of action in emergency or stressful situations.
  • Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments
  • Ability to maintain consistent attendance

  • Must have eight years of any combination of training, education and experience in the administration, planning, operations and maintenance of wastewater treatment facilities and/or systems.
  • Must have three years supervisory level experience involving regulatory compliance, operations planning and evaluation, and training in budgeting, wastewater administration and management practices.
  • Must have a high school diploma/GED.
  • Course work in civil engineering, environmental science, business administration and business management are preferred.
  • A Class A wastewater certification from the State of Texas is preferred.
  • Must have proficiency in Windows based software, including Outlook, Word, Access, Excel and PowerPoint. Experience in specialized software for work order systems, access management and TCEQ online reporting is preferred.
  • Must have valid driver's license at time of placement and must have driving record sufficient for coverage by City's auto liability carrier

  • Frequent amounts of walking, driving or sitting
  • Ability to lift and/or carry objects ranging from 1-50 pounds and occasionally lift and/or carry objects ranging from 50-80 pounds
  • Ability to turn knobs, levers, cranks, wrenches, valves and handles
  • Frequently able to step and down to enter and exit City properties
  • Occasionally required to squat, kneel and crawl as job requires
  • Frequently required to bend, climb, reach above head or below shoulder level
  • Ability to work in inclement weather, after hours, weekends and holidays as required
